About the position

The Business Management Specialist (Budget Analyst) position within the Executive Office of Labor and Workforce Development (EOLWD) is responsible for overseeing and analyzing the budgetary processes of various departments under EOLWD. The role requires a strong understanding of state budgetary procedures, proficiency in financial software, and the ability to provide technical assistance in budget preparation and monitoring. The position operates in a hybrid work environment, requiring in-office attendance for meetings and training as needed.

Responsibilities

  • Review and monitor the departments funding sources including Federal, State, Trust, and Retained Revenue.
  • Utilize internal resources to review funding sources and spending requests.
  • Prepare analysis of previous and current year spending for budget planning.
  • Coordinate the development of agency spending and budget documents.
  • Provide technical assistance to financial representatives on budget preparation.
  • Review and process budget-related documents for allotments and transfers.
  • Maintain payroll analysis to ensure appropriate distributions.
  • Recommend modifications to budgets to adhere to spending guidelines.
  • Monitor agency spending requests and approve MMARS documents for administrative accounts.
  • Prepare and track expenditure reports.
  • Assist the Budget Director and Legislative Director as a liaison with external entities.
  • Provide technical assistance regarding Interdepartmental Service Agreements (ISA).
  • Track and coordinate interagency activity and provide expenditure reporting.
  • Prepare, review, and analyze financial reports to determine project expenditures.
  • Assist in managing and completing the operation spending plan submission in the MBA system.
  • Develop and update standard operating procedures as needed.
  • Assist Federal Grants management with setup and reporting in MMARS.
  • Keep up to date with required trainings and regulations.
  • Assist with other duties as assigned.

Requirements

  • At least three (3) years of full-time or equivalent part-time professional experience in business administration, business management, or finance/accounting.
  • Knowledge of state budgetary procedures and accounting forms.
  • Experience with the Massachusetts Management Accounting and Reporting System (MMARS).
  • Proficiency in Microsoft Word, Excel, Access, and PowerPoint.
  • Ability to develop spreadsheets and perform mathematical calculations.

Nice-to-haves

  • Knowledge of the Commonwealth Information Warehouse (CIW).
  • Familiarity with Grant Solutions and the US Department of Health and Human Services Payment Management System (PMS).
  • Understanding of the Federal Funding Accountability and Transparency Act Subaward Report System.
