About the position

The Budget Analyst position is located within the U.S. Department of State's Office of Inspector General (OIG), which has statutory oversight responsibilities covering the Department, the U.S. Agency for Global Media (USAGM), and the U.S. International Boundary and Water Commission (USIBWC). The OIG is responsible for conducting and reporting on inspections, evaluations, investigations, audits, and special inquiries involving both overseas and domestic programs and operations of the Department, USAGM, and USIBWC. This role is critical in ensuring that the financial management of these entities is conducted effectively and in compliance with federal regulations. As a Budget Analyst, you will provide expert advice, assistance, and guidance on all aspects of the budget cycle, including formulation, presentation, and execution, to OIG program managers. You will administer the OIG's overall financial management program, which involves analyzing programs and budget guidance from senior officials to determine their impact on OIG operations. Additionally, you will draft analyses that examine the impact and significance of revised legislation, policies, procedures, and program requirements on the OIG's budget. Collaboration across boundaries to build strategic relationships with stakeholders will be essential to achieve common goals and ensure the effective management of resources. This position requires a strong understanding of the federal budget process, including experience with the Congressional budget process, and a thorough knowledge of OMB policies, directives, and regulations. You will also need to demonstrate extensive experience in utilizing sound financial management principles and techniques to support the agency's mission and program goals.

Responsibilities

Requirements

  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a Secret security clearance.
  • Experience in the Federal budget process, including the Congressional budget process.
  • Thorough and detailed experience in utilizing OMB policies, directives, and regulations.
  • Experience in effecting agency mission, programs, and legislative history to develop budgetary policies.
  • Extensive experience in utilizing the theories, principles, and techniques of sound financial management.
