About the position

The Budget Analyst position (GS-0560-9/11) in Hadley, MA, involves managing and analyzing budgets for the Ecological Services division. The role focuses on budget formulation, execution, monitoring, and reconciliation, ensuring compliance with financial regulations and policies. The analyst will serve as an expert user of the Interior's Financial and Business Management System (FBMS) and will be responsible for preparing reports, correcting discrepancies, and improving budgetary processes.

Responsibilities

  • Establish and maintain an accurate system for determining the status of assigned budgets for current and prior years.
  • Formulate, execute, monitor, and reconcile budgets for assigned areas of responsibility.
  • Oversee budget status and fiscal records management, including documentation for FBMS.
  • Serve as an expert user of FBMS for assigned areas.
  • Complete certification of funding on acquisition/purchase requests for assigned budget activities.
  • Monitor the use and rate of expenditure of assigned budgets using computerized reports and dialogue with team members.
  • Identify and correct discrepancies, preparing monthly reports and current status-of-funds reports.
  • Develop and recommend procedures to improve budgetary processes within policies and regulations.
  • Perform cost estimate and projection analyses for budget formulation.
  • Prepare reports for FTE, travel utilization, purchases, etc.
  • Serve as Point of Contact for administration and processing of Ecological Services Time and Attendance forms.

Requirements

  • One year of specialized experience equivalent to the GS-7 grade level in the Federal Service, including budget formulation and analysis, compliance review, and financial reporting.
  • OR two years of progressively higher level graduate education leading to a master's degree in a related field.
  • OR a combination of graduate education and specialized experience that equals 100% of the requirement.
  • For GS-11: One year of experience equivalent to the GS-9 level in Federal Service, including complex budget administration duties and compliance analysis.
  • OR completion of three years of graduate education leading to a Ph.D. in a related field.
  • OR a combination of professional experience and graduate education beyond the second year that equals 100% of the requirements.

Nice-to-haves

  • Experience with QuickTime for time and attendance processing.
  • Knowledge of the Interior's Financial and Business Management System (FBMS).
