About the position

MELE Associates, Inc. is seeking a Budget Analyst to provide Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency (DTRA). The role involves developing financial management analytical products to support the DTRA's Test and Assessment Department. The successful candidate will prepare financial plans, monitor financial policies, and assist in budget management execution activities, ensuring effective fiscal planning and execution.

Responsibilities

  • Prepare financial plans and monitor implementation of financial policies.
  • Prepare regular and special purpose reports and maintain historical records.
  • Analyze trends, establish cost rates, and personnel forecasts.
  • Recommend and interpret budgetary policies and procedures.
  • Prepare comparative evaluations of actual costs against budgeted funds.
  • Use the DTRA Consolidated Acquisition Tool (CAT) for Purchase Request packages.
  • Support external financial audits and the Financial Analysis team in programmatic functions.
  • Assist in budget management execution activities including budget analysis and tracking.
  • Support weekly budget meetings and coordinate with customers on contract actions.

Requirements

  • Top Secret/SCI clearance or TS with the ability to obtain SCI.
  • Bachelor's degree in Economics, Finance, Accounting, or a related discipline with 10-15 years of experience; or a Master's degree with 10-12 years of experience; or a Doctorate with 8-10 years of experience.
  • Demonstrated success with multi-year fiscal planning and execution.
  • Ability to communicate effectively and manage multiple tasks simultaneously.
  • Proficiency with Microsoft products: Word, Excel, PowerPoint, Skype, Teams, Access, and Project or MS Visio.

Nice-to-haves

  • Experience with DTRA or DoD Research, Development, Test and Evaluation (RDT&E) budget planning and management.
  • Using DoD Procurement Integrated Enterprise Environment (PIEE) tools.
  • Defense Acquisition Workforce Improvement Act (DAWIA) certification or Finance related Defense Acquisition University (DAU) training.
  • Certified Defense Financial Manager.
