The Budget Analyst will play a vital role in ensuring that USF operates efficiently, fostering an environment conducive to academic excellence and innovation. The work performed by the Business & Finance division is essential for the university to achieve its strategic goals and maintain a high standard of service delivery. In this role, the Budget Analyst will provide comprehensive budgeting and accounting assistance to various departments within Business and Finance, as well as other central units. The responsibilities will include budget development and management, financial reporting and analysis, stakeholder communication, and ensuring compliance with policies and regulations. The Budget Analyst will collaborate with departmental leaders to develop, implement, and monitor annual budgets, providing strategic financial planning and analysis to support both short-term and long-term financial goals. Additionally, the analyst will assist departments in preparing budget proposals, ensuring they align with university policies and strategic objectives. The position also involves preparing detailed financial reports, forecasts, and trend analyses for departmental leadership, conducting regular financial reviews to assess budget performance, and developing financial models to support budget planning and resource allocation. As a liaison between the CFO's office and various departments, the Budget Analyst will facilitate effective communication and collaboration, presenting budgetary information and financial analyses clearly and concisely. Furthermore, the analyst will ensure compliance with university policies, state regulations, and external funding requirements, developing and maintaining budgetary policies and procedures to enhance financial governance and control. Staying current with industry best practices and regulatory changes is crucial, as the analyst will advise on necessary adjustments to budgeting processes and perform other duties as assigned.

Responsibilities

  • Serve as a liaison between the CFO's office and various departments, facilitating effective communication and collaboration.
  • Present budgetary information and financial analyses to stakeholders in a clear and concise manner.
  • Ensure compliance with university policies, state regulations, and external funding requirements.
  • Develop and maintain budgetary policies and procedures to enhance financial governance and control.
  • Stay current with industry best practices and regulatory changes, advising on necessary adjustments to budgeting processes.

Requirements

  • Bachelor's degree in Accounting, Finance, or Business Administration or a field directly related to the position's responsibilities and three years of professional business experience; or a Master's degree in the same fields and one year of experience.
  • 4 years of directly relevant experience may be substituted for a bachelor's degree.
  • 6 years of directly relevant experience may be substituted for a master's degree.
