About the position

The Budget Analyst position at the Department of Transportation plays a crucial role in managing the distribution of over $70 billion annually for the nation's highways and bridges. This role involves a variety of analytical, technical, and administrative duties, including the distribution of highway funding, providing technical assistance to stakeholders, authorizing Federal-aid Highways programs, and formulating the annual President's Budget. The ideal candidate will thrive in a fast-paced environment and possess a strong background in budget formulation and funding calculations.

Responsibilities

  • Responsible for complex funding calculations, including apportionments and distribution of obligation limitations to states and FHWA programs.
  • Develop the annual President's Budget submission to Congress, participating in all stages of the budget formulation and justification process.
  • Monitor and analyze legislative actions affecting funding distributions and implement related provisions of enacted legislation.
  • Provide technical and policy assistance, advice, and accurate calculation runs in support of legislative activities.
  • Undertake analyses/assessments of matters with budgetary, funding, and/or policy implications for FHWA programs and activities.

Requirements

  • At least one year of experience equal to the GS-09 level, including experience with the budget process and funding distributions.
  • For GS-11 level, a Ph.D. or equivalent doctoral degree, or a combination of higher-level graduate education and experience.
  • For GS-12 level, at least one year of experience equal to the GS-11 level, including experience with budget formulation and stakeholder communication.
  • For GS-13 level, at least one year of experience equal to the GS-12 level, including experience with appropriations and authorizing legislation.
