About the position

The Budget Analyst at the Department of Veterans Affairs Fiscal Service is responsible for coordinating the complete budgetary program for the Martinsburg VA Medical Center. This role involves formulating and monitoring the budget to ensure proper allocation of funds and to prevent deficit spending. The analyst will support the Chief Financial Officer and other management by providing fiscal reports and guidance on budgetary procedures.

Responsibilities

  • Compile, consolidate, review, analyze, and edit multiple fiscal reports as required by VACO, VISN, and station management.
  • Monitor the execution of the Medical Center budget across various funding sources and types.
  • Review and maintain employment, obligation, expenditure, and workload reports, keeping management informed of their status and significant changes.
  • Direct the station fund control systems with support from the Supervisory Budget Analyst.
  • Provide fiscal training and guidance to station management and fund control point officials on budgetary procedures.
  • Prepare daily, monthly, quarterly, and yearly reports to account for each program's funding and obligation changes.
  • Prepare staffing management reports bi-weekly, including FTEE-headcount and salary projections.

Requirements

  • U.S. Citizenship is required to apply for this job.
  • Selective Service Registration is required for males born after 12/31/1959.
  • One year of specialized experience equivalent to at least the GS-07 grade level in the Federal Service for GS-09 position.
  • One year of specialized experience equivalent to at least the GS-09 grade level in the Federal Service for GS-11 position.
  • Education may substitute for experience; a master's degree or equivalent graduate degree is required for GS-09, and a Ph.D. or equivalent graduate degree for GS-11.
