About the position

The Budget Analyst position is a critical role within the County Administration, responsible for performing complex budgetary and fiscal analysis with minimal supervision. This position encompasses a wide range of administrative tasks that require technical expertise and analytical skills. The Budget Analyst will be tasked with evaluating, preparing, and presenting the annual countywide budget, ensuring that all departments comply with budgeted appropriations. This includes preparing monthly and quarterly reports that provide variance analysis for budget versus actual figures, as well as conducting year-end analyses to ensure compliance with financial regulations. In addition to budget preparation, the Budget Analyst will assist department staff and elected officials in developing their annual budgets and new requests. This role involves providing training on budget software applications and assisting in the preparation of multi-year forecasts for various expenditures, including personnel, supplies, services, and capital projects. The analyst will also contribute to the development of the County's annual Budget Book and Budget-in-Brief, ensuring that all financial documentation is accurate and comprehensive. The position requires the ability to analyze policy and legislative issues that have financial implications, develop recommendations for budgetary needs, and conduct specialized research as needed. The Budget Analyst will also be responsible for maintaining and troubleshooting technical systems used in budget development and responding to ad hoc reporting requests from various stakeholders. Overall, this role is essential for supporting the financial health and operational efficiency of the County.

Responsibilities

  • Provide technical analysis for the evaluation, preparation, and presentation of the annual countywide budget.
  • Prepare monthly and quarterly reports with supporting documentation and ad hoc analysis for departments or elected offices.
  • Conduct year-end analysis to ensure compliance with budgeted appropriations.
  • Prepare formal budget amendment documents for approval by the County Board of Supervisors.
  • Assist department staff and elected officials in the preparation of their annual budgets and new requests.
  • Provide training to department staff on budget software applications.
  • Assist with the preparation and analysis of multi-year forecasting of revenues and expenditures.
  • Assist in the development and publication of the County's annual Budget Book and Budget-in-Brief.
  • Evaluate staffing levels, service levels, and policies to support budget recommendations.
  • Develop analytical models and methodologies to assist in decision making regarding budgetary needs.
  • Conduct specialized research on subjects as requested and prepare reports on findings.
  • Maintain and troubleshoot technical systems used in budget development.
  • Respond to ad hoc reporting requests from various stakeholders.

Requirements

  • Bachelor's Degree in Public or Business Administration, Accounting or Finance.
  • Three years of progressive experience in finance, management analysis, accounting, audit, or a closely related field, including at least one year of budgeting experience in a governmental or public sector setting.
  • Advanced proficiency with Excel.
  • Successful completion of a background check.

Nice-to-haves

  • Master's Degree in Business Administration, Accounting or Finance may substitute one year of experience.
