About the position

The Budget Analyst is responsible for supporting the planning and programming process for formulating inputs to the Planning, Programming, Budgeting, and Execution (PPBE) to build and defend the Program Objective Memorandum (POM) for assigned Program Elements. This role involves coordinating and providing guidance on planning actions, developing POM initiatives, preparing briefings, and conducting independent financial analysis to support resource planning actions for the Department of Defense (DoD).

Responsibilities

  • Assist, coordinate, and provide guidance on planning and programming actions for A6 requirements and programs.
  • Support ACC/A6X with the PPBE process for various funds supporting AF Offensive Cyber Operations forces and mission systems.
  • Develop POM initiative and disconnect inputs and all supporting briefing materials to advocate for necessary funding increases.
  • Prepare briefings and supporting products for leadership engagement with Senior Leaders regarding OCO resource requirements.
  • Conduct independent analysis of financial baselines for assigned Program Elements and make recommendations for resource planning actions.
  • Track funding inputs to ensure validity and vetting of funding priorities for upcoming fiscal year budgeting.
  • Ensure funding requirements are properly captured for traceability to mission requirements.
  • Review and articulate details of managed Program Elements and provide high-quality products to government representatives.
  • Prepare courses of action to close resource gaps and advocate for approval and track implementation.

Requirements

  • Minimum of five (5) years of financial resource management experience, including two (2) years of budget cycle and POM execution plan preparation.
  • Minimum of five (5) years of financial resource management experience in planning and programming for DoD.
  • Understanding of the PPBE process, including FYDP, BES, PE, and PDM.
  • Experience with Defense Planning Guidance and ABIDES.
  • Minimum of four (4) years of experience utilizing financial processing software applications such as DEAMS, CRIS, and ABSS.
  • Knowledge of USG principles and methodologies in Resource Management, Budgeting, and Acquisitions.
  • Strong ability to manage multiple complex tasks and delegate among the contract workforce.
  • Experience using MS Office Suite, including Word, Excel, PowerPoint, Visio, and SharePoint.
