About the position

The Budget Analyst position at the Department of Defense involves performing a variety of technical, administrative, and analytical duties related to the formulation, justification, presentation, execution, and review of agency appropriations. The role requires expert knowledge of budget and program principles, policies, and financial management systems to support the Defense Threat Reduction Agency's budget functions. The analyst will participate in budget execution reviews, monitor fund execution, and provide authoritative financial analyses to senior management.

Responsibilities

  • Perform a wide range of technical, administrative, and analytical duties connected with the formulation, justification, presentation, execution, and review of the Agency appropriations.
  • Provide oversight and support for budget functions, applying expert knowledge of budget and program principles.
  • Participate in the formal quarterly execution review process by providing budget execution input.
  • Monitor the execution of Agency Director funds and report the execution status to relevant Program Managers and Directors.
  • Establish and maintain contact with Program Managers to facilitate the flow of technical and programmatic data.
  • Select analytical methods for determining funding needs and developing strategies for presenting recommendations.
  • Evaluate financial plans to ensure consistency with program baselines and requirements.
  • Load spend plans into automated systems for monitoring and reconcile them with actual fund activities during the execution year.
  • Prepare and review acquisition and financial management documents.
  • Review, allocate, and manage acquisition resources for assigned programs.

Requirements

  • Must be a U.S. Citizen.
  • Experience with DoD Planning, Programming, Budgeting & Execution Process (PPBE).
  • Experience formulating and justifying budgets.
  • Experience reviewing and providing oversight on the use of funds for program and administrative purposes.
  • Experience analyzing budget submissions and financial data to support decision-making.
  • Experience working with program management and contracting on funding requirements.

Nice-to-haves

  • Knowledge of the acquisition life-cycle process.
  • Experience in financial advisory services for large organizations.
