About the position

The City of Chicopee's Auditing Department is seeking a Budget Analyst responsible for the creation and distribution of yearly budget request documents for all departments. This role involves answering budget-related questions, attending budget meetings with key city officials, and preparing detailed minutes of City Council Budget hearings. The Budget Analyst will also calculate and verify departmental salary budgets and other contractual budgetary requirements, requiring extensive knowledge of collective bargaining agreements and their impact on the budget.

Responsibilities

  • Create and distribute yearly budget request documents for all departments.
  • Answer questions pertaining to the budget and provide input during budget meetings.
  • Prepare detailed minutes of all City Council Budget hearings.
  • Calculate and verify each department's salary budget and contractual budgetary requirements.
  • Update MUNIS files for next year's budget entry and prepare projections.
  • Review all departmental budget requests for justification of positions and verify salaries and expenses against collective bargaining agreements.
  • Update budget requests based on Mayoral and City Council review.
  • Prepare the final budget for distribution to the City Council and Department Heads.
  • Perform any other duties assigned by the Auditor.

Requirements

  • Associates degree in Business or Accounting (preferred).
  • Municipal experience in Payroll and Accounting (particularly with Munis) preferred.
  • Thorough knowledge of and ability to proficiently use computer programs, specifically Munis, Excel, and Word.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to prepare complex formulas and calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages.
  • Ability to apply concepts of basic algebra.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
