About the position

The Budget Analyst at the Iowa City Veterans Affairs Health Care System (ICVAHCS) is responsible for managing the budget administration functions related to research and medical care appropriated funds for the Veteran's Rural Health Resource Center (VRHRC) and associated programs. This role involves developing budget requests, analyzing budget submissions, monitoring expenditures, and advising facility managers on fund availability.

Responsibilities

  • Develops and formulates all segments of the facility budget requests for the coming fiscal year.
  • Reviews estimates submitted by all organizational elements for compliance with rules, regulations, and procedures.
  • Performs analysis of budget requests.
  • Writes and/or edits statements justifying and supporting the funding requests of management for submission.
  • Monitors the use and reallocation of budgeted funds through continuing dialogue with organizational managers and their staff.
  • Maintains accurate historical records.
  • Prepares a variety of reports covering funding, expenses, and obligations.
  • Advises facility managers and other interested parties about the status and availability of funds.
  • Serves as liaison between organizational managers and their representatives.

Requirements

  • U.S. Citizenship is required.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Must meet time-in-grade requirements for GS-11 level.
  • One year of specialized experience equivalent to GS-09 level in budget administration.
  • Education may substitute for experience (Ph.D. or equivalent doctoral degree, or 3 years of progressively higher level graduate education).
  • Combination of education and experience may also qualify.

Nice-to-haves

  • Experience in financial analysis and advice for internal operating programs.
  • Ability to perform a wide range of administrative and analytical duties in budget formulation and execution.
  • Familiarity with procurement regulations.
