About the position

All Native Group is seeking a Data and Budget Analyst to support the Walter Reed Army Institute of Research in Silver Spring, MD. This full-time position is critical in serving as the principal Budget Analyst for the Research Program Office (RPO). The successful candidate will utilize WRAIR's knowledge management assets to support the development and review of proposal budgets, identify gaps, design and develop solutions, pilot these solutions, and implement them effectively. The role requires a strong understanding of government research proposal/project budgets and the ability to liaise between the RPO and Resource Management (RM) to review and approve budgets. In this position, the analyst will assist WRAIR Principal Investigators (PIs) with proposal budget development and address any questions that arise. Responsibilities include providing updates and revisions to project budgets, suggesting revisions for coordination and final approval, and tracking proposal funding awards and success rates through GFEBS. The analyst will also be responsible for developing and maintaining a Records center within the RPO, promoting knowledge sharing through WRAIR's business processes, and supporting the development of a comprehensive tracking system for research funding proposals and grants. The role may involve updating slides for meetings and briefings, contributing to the development of proposal and budget-related documents, and tracking relevant RPO proposal and funding-related taskers. The analyst will work closely with the SharePoint Manager to improve the display and flow of information in SharePoint sites and may participate in Proposal Support functions as needed. This position requires strong communication skills, attention to detail, and the ability to navigate various office systems and tools effectively.

Responsibilities

  • Serve as the principal Budget Analyst for the Research Program Office (RPO).
  • Liaise between RPO and Resource Management to review and approve budgets.
  • Assist WRAIR Principal Investigators (PIs) with proposal budget development and questions.
  • Provide research proposal/project budget updates and revisions to WRAIR PIs.
  • Suggest proposal/project budget revisions and summaries of updates for RM coordination and approval.
  • Track proposal funding awards and success rates through GFEBS.
  • Develop, edit, and maintain a Records center within the RPO.
  • Promote knowledge sharing through WRAIR's business processes and systems.
  • Support the development of a comprehensive tracking system for research funding proposals and grants.
  • Update slides for meetings and briefings as requested.
  • Contribute to or lead the development of proposal and budget-related documents.
  • Track and complete relevant RPO proposal and funding-related taskers.
  • Work with SharePoint Manager to improve information flow in SharePoint sites.

Requirements

  • 4-8 years of experience supporting government (preferably Army Research).
  • Experience reviewing, revising, and developing budgets, preferably research project related.
  • Familiarity with GFEBS, MS Office, Excel, MS SQL, MS Visio, and MS Windows 10.
  • Bachelor's degree preferred; Master's degree highly desired.

Nice-to-haves

  • Knowledge of how contracts and agreements are generated.
  • Ability to create queries inside of GFEBS.
  • Experience with data analysis and business process map development.
