About the position

All Native Group is seeking a Data and Budget Analyst to support the Walter Reed Army Institute of Research (WRAIR) in Silver Spring, Maryland. This position is integral to the Research Program Office (RPO) and will serve as the principal Budget Analyst. The role involves utilizing WRAIR's knowledge management assets to support the development and review of proposal budgets, identifying gaps, designing and developing solutions, piloting these solutions, and implementing them effectively. The analyst will act as a liaison between the RPO and Resource Management (RM) to review and approve budgets, ensuring that all budget-related tasks are handled efficiently. This includes reviewing, analyzing, revising, and summarizing updates for funded research project budgets and foundation partner-related CRADA budgets, as well as briefing relevant items for internal WRAIR meetings. The analyst will assist WRAIR Principal Investigators (PIs) with proposal budget development and address any questions they may have. They will also provide updates and revisions to proposal/project budgets, suggest revisions, and summarize updates for coordination and final approval by RM. Familiarity with government research proposal/project budgets is essential, as the analyst will track proposal funding awards and success rates through liaising with RM and accessing GFEBS. Additionally, the analyst will develop, edit, and maintain a Records center within the RPO, promoting knowledge sharing through WRAIR's business processes and systems. The role requires support in developing a comprehensive tracking system for WRAIR research funding proposals and grants, linking this system to other relevant data such as procurements and agreements. The analyst will also be responsible for updating SharePoint sites, preparing slides for meetings and briefings, and contributing to the development of proposal and budget-related documents. The position demands strong communication skills, the ability to tailor messages for various audiences, and proficiency in navigating office technology and systems. Overall, the Data and Budget Analyst will play a crucial role in ensuring the effective management of research budgets and proposals at WRAIR.

Responsibilities

  • Liaison between RPO and Resource Management to review and approve budgets
  • Serve as the budget analyst for RPO, including review, analysis, revisions, and summaries of updates for funded research project budgets
  • Assist WRAIR Principal Investigators (PIs) with proposal budget development and questions
  • Provide research proposal/project budget updates and revisions to WRAIR PIs
  • Provide suggested proposal/project budget revisions and summaries of updates to WRAIR RM for coordination and final RM approval of budgets
  • Track proposal funding awards and success rates through liaising with RM and/or gaining access to GFEBS
  • Develop, edit, and maintain a Records center within the RPO
  • Promote knowledge sharing through WRAIR's business process and systems
  • Support the development of a comprehensive tracking system for WRAIR research funding proposals and grants
  • Support document and information updates in RPO SharePoint sites
  • Update slides for meetings and briefings when requested
  • Contribute to or lead development of proposal and budget related documents, such as information pages and SOPs
  • Track and complete relevant RPO proposal and funding related taskers
  • Follow up on questions related to taskers
  • Work with SharePoint Manager to develop new ways to improve display and flow of information in SharePoint sites
  • Participate in Proposal Support functions as required

Requirements

  • 4-8 years of experience supporting government (preferably Army Research)
  • Experience reviewing, revising, and developing budgets, preferably research project related
  • Experience with two or more of the following: GFEBS, MS Office, Excel, MS SQL, MS Visio, MS Windows 10
  • Bachelor's degree preferred; Master's degree highly desired
  • Positive attitude with high energy to acquire new skills if needed
