About the position

The Budget and Financial Analyst position at Metro is designed to support the Planning, Development and Research (PDR) department by managing budgeting, financial reporting, and compliance with federal grant requirements. The role involves collaborating with a finance team to oversee a significant annual budget, ensuring accurate financial reporting, and improving departmental processes. The successful candidate will play a crucial role in managing multiple revenue streams and ensuring compliance with federal regulations, contributing to the effective functioning of Metro's programs that impact the greater Portland region.

Responsibilities

  • Develop the annual departmental budget of approximately $30 million in revenue and expenses.
  • Create project-specific grant budgets and coordinate with project staff on grant proposal submissions.
  • Prepare and analyze regular financial reports and forecasts for departmental monitoring.
  • Utilize various software programs to run reports and perform reconciliations related to budget, financial, and payroll data.
  • Lead the creation of the Unified Planning Work Program (UPWP) budget and bi-annual report, ensuring compliance with federal mandates.
  • Improve departmental processes and develop guidance documents related to federal regulations and accounting principles.
  • Enhance management and tracking processes for subrecipients and federal grant revenue.

Requirements

  • Bachelor's degree in finance, accounting, business administration, or a related field.
  • Five years of experience in budgeting, accounting, or grant management.
  • Knowledge of federal grant compliance requirements and General Accepted Accounting Principles (GAAP).
  • Strong analytical skills and proficiency in Microsoft Excel, including pivot tables and v-lookups.

Nice-to-haves

  • Working knowledge of governmental accounting rules.
  • Experience with government agency budgeting.
  • Understanding of federal indirect rates and their application.
