About the position

The Budget and Financial Analyst position at the Executive Office of Housing and Livable Communities (EOHLC) involves supporting the preparation of budget requests and fiscal analyses for housing programs in Massachusetts. The role requires collaboration with various stakeholders to manage administrative resources, track expenditures, and report on program performance. The analyst will also prepare documentation for legislative reporting and assist in budget modifications to ensure compliance with financial guidelines.

Responsibilities

  • Support the preparation of current year spending plans and outyear budget requests for housing programs.
  • Prepare fiscal analyses and present findings to senior management and external parties.
  • Review and process budget-related documents submitted by division staff.
  • Collaborate with program staff to manage administrative resources and track expenditures.
  • Prepare and submit regular reports to the Legislature on program status and performance.
  • Produce internal reports, including earmark coordination and Interdepartmental Service Agreement oversight.
  • Monitor agency spending requests and approve relevant documents in the Massachusetts Management Accounting and Reporting System (MMARS).
  • Assist the Budget Director as a liaison with external entities.

Requirements

  • Bachelor's degree in Business Administration or related field.
  • At least four years of professional experience in business administration, program management, or public administration.
  • One year of supervisory experience.
  • Proficiency in Microsoft Word, Excel, PowerPoint, and Access.
  • Strong communication and interpersonal skills.

Nice-to-haves

  • Knowledge of MMARS and Commonwealth Information Warehouse.
  • Strong presentation skills, both in-person and virtually.
  • Attention to detail and ability to learn new programs quickly.
  • Knowledge of Division of Housing Stabilization programs.
