About the position

The Southern California Association of Governments (SCAG) is seeking a detail-oriented and motivated limited-term Budget and Grants Analyst to join the Finance division. This role primarily supports the Senior Budget and Grants Analyst in budget development, agencywide labor budget monitoring, and various process improvement projects. The position is critical for maintaining sound budget practices and ensuring accurate budget reporting within SCAG. The Budget and Grants Analyst will work under the supervision of the Budget and Grants Manager and is expected to follow a hybrid work model, being in the office two days per week.

Responsibilities

  • Support the Senior Budget and Grants Analyst in developing and monitoring the Indirect Cost Budget, Fringe Benefits, TDA, and General Fund Budget Programs.
  • Track and update expenditure information on a monthly basis.
  • Prepare budget amendments and administrative budget amendment memos as needed.
  • Monitor the Indirect Cost and Fringe Benefits Cost recovery and actuals to minimize carryforward variances.
  • Assist in drafting and proofing the Comprehensive Budget file.
  • Closely monitor the agencywide labor budget.
  • Prepare recommendations for budget reallocation during the budget amendment process.
  • Update the staffing chart and resource table in collaboration with the Senior Budget and Grants Analyst.
  • Provide FTE allocation information for new hires through the agency's applicant tracking system.
  • Coordinate on various process improvement projects to streamline the budget process and internal proofing and validation processes.
  • Support OWP and Special Grants Administration as needed.

Requirements

  • Bachelor's degree in a relevant field.
  • 3 years of experience with budget and grants.
  • Proficiency in Microsoft Office Suite, particularly intermediate to advanced knowledge of Microsoft Excel.
  • Strong written and oral communication skills.
  • Knowledge of Federal, State, and local policies, procedures, laws, and regulations applicable to budget administration for public agencies.

Nice-to-haves

  • Experience with tracking and updating expenditures.
  • Experience with budget administration and/or accounting in the public sector.
  • Strong strategic thinking skills with the ability to conduct research and make recommendations on streamlining the budget process.
