The Budget Execution Analyst will serve as a lead analyst for the Office of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)). This role involves providing technical advice and analysis to ensure that appropriations are effectively justified and executed. The incumbent will be responsible for ensuring that acquisition packages are accurate and complete, and that all transactions comply with financial and contracting laws, regulations, and policies. The analyst will coordinate with various directorates within OUSD(I&S), as well as with other offices within the Office of the Secretary of Defense (OSD), Defense agencies, and Services to integrate estimates, complete assessments, and execute funds. This position requires a deep understanding of policies, regulations, and guidelines related to budget request development and execution. In addition to providing technical advice, the Budget Execution Analyst will oversee the status of commitments and obligations of funds, working closely with Washington Headquarters Services (WHS) and adhering to budget and finance instructions and directives. The analyst will reconcile internal financial records with WHS and Defense Finance and Accounting System (DFAS) reports, preparing weekly briefing charts and identifying discrepancies for resolution. A key responsibility will be to actively pursue the closure of Unliquidated Obligations, collaborating with the Comptroller's Dormant Account Review and ensuring completion through customer follow-ups. The analyst will also support execution reviews, including the preparation of presentation slides. The role includes supporting data collection and preparation of budget exhibits for all cycles of the Planning, Programming, Budget, and Execution (PPBE) process. This involves verifying the accuracy of financial data from various systems, collecting and inputting resources into databases for Congressional Justification Book development, and ensuring data integrity for funding execution. The analyst will conduct periodic reviews of budget plans to ensure continuity of service and assist Contracting Officer's Representatives (CORs) with invoicing and funding issues. Moreover, the Budget Execution Analyst will review Congressional marks for their impact on OUSD(I&S) programs, author appeals, and evaluate Program Budget Decisions and Program Decision Memoranda. The analyst will maintain a tracker of changes from baseline to the President's Budget and prepare necessary memorandums and responses, typically required twice a year. The position also entails creating and manipulating reports, spreadsheets, and presentations to provide management and senior leadership with historical, current, and planned financial data. The analyst will prepare annual spend plans for assigned portfolios and generate monthly, quarterly, and annual execution reports. Additionally, the analyst will assist with ad hoc data calls for budgetary and contracting data, which may come from various agencies, and will track and implement funding requirements for reimbursable Joint Duty Assignments.
