About The Position

Heartland Consulting is seeking an experienced Budget Analyst to provide on-site support for a government client. The ideal candidate will assist in the development, execution, reconciliation, and review of annual budgets for assigned divisions or directorates. This role involves producing acquisition packages, spend plans, budget execution reports, and workload data for executive-level briefings.

Requirements

• Bachelor's in Business Administration, Accounting, or Finance from an accredited institution.
• Minimum 10 years of experience inclusive to DOD headquarters, major command, system command, and unit/base-level organization.
• Broad base in civilian pay including reconciliation, adjustments, corrections cost transfers, and experience with DAI time and attendance.
• Minimum of 3 years' experience in storing financial records IAW DOD FMR and NARA regulations.
• In-depth understanding of budgeting, programming, and financial management principles.
• Strong analytical skills and experience with financial management systems.
• Proficiency in Microsoft Excel and PowerPoint.

• Familiarity with applicable publications including FAR, DFARS, and DOD Directives.
• Working knowledge of 10 CFR Sections 2208 and 2674.
• Knowledge of DoD Directive 3020.26, DoD Continuity Policy.
• Knowledge of DoD Instruction 5200.48, Controlled Unclassified Information (CUI).
• Knowledge of DoD Directive 5105.68, Pentagon Force Protection Agency.

Responsibilities

• Provide Budget Analysis support to assist in managing the development, execution, reconciliation, and review of assigned Divisions or Directorates annual budget.
• Prepare acquisition packages to ensure they are correct and complete for input into the financial management systems.
• Track acquisition packages through the various approval stages in the financial system of record, and make corrections and adjustments as needed.
• Assist in the development of spend plan & phasing plan.
• Inputs and extracts data from FM systems to perform budget functions.
• Assist in reconciling the Dormant Account Review - Quarterly (DAR-Q).
• Support the development and submission of the POM to ensure linkage with the budget.
• Ensure that all documents related to specific tasks on the budget execution and funds control are saved with the correct tracking title IAW with NARA regulations.
• Develop spreadsheets to capture and budget execution status reports, requests and modifications for the purpose of determining scope of tasking and deliverables.
• Provide workload data to the government Lead Resource Manager to develop PowerPoint presentations based on workload spreadsheets.
• Record meeting notes for budget meetings and present them as an executive summary.
• Develop lists of tasking and deliverables from meetings for inclusion in workload status reports.
