About the position

The Budget & Finance Manager at the San Diego Superior Court is responsible for overseeing complex administrative functions related to budget preparation, fiscal management, and finance. Reporting to the Chief Financial Officer, this role involves formulating departmental policies, coordinating activities with various stakeholders, and providing professional assistance to executive officers. The ideal candidate will possess strong analytical and supervisory skills, along with a comprehensive understanding of public administration and budget processes.

Responsibilities

  • Plan, organize, manage, and provide direction for budget preparation and fiscal management activities.
  • Assist in formulating departmental policies, goals, and directives.
  • Coordinate activities with other Court departments, officials, outside agencies, and the public.
  • Foster cooperative working relationships among Court departments.
  • Provide complex professional assistance to the Chief Financial Officer and Chief Executive Officer.
  • Direct various service functions, including purchasing and fiscal management.
  • Analyze complex problems and identify logical solutions.
  • Conduct and facilitate meetings.

Requirements

  • Bachelor's degree in public or business administration, criminal justice, court administration, accounting, finance, or a closely related field.
  • One year as a Senior Administrative Analyst, Senior Finance Analyst, or equivalent Court position, or four years of progressively responsible professional analytical experience in fiscal, budget, personnel/human resource management, statistical analysis, or special projects/studies, with one year of supervisory experience.
  • Master's degree may substitute for one year of non-supervisory experience.

  • Knowledge of principles of public administration and management.
  • Experience with county fiscal processes and Judicial Council budget requirements.
  • Skills in cost/benefit analysis, accounting, and budget preparation.
