About the position

The Budget/Financial Analyst position within the Department of Defence involves providing budget analyst expertise to support operations within the medical funded Human Performance Research portfolio. The role requires proficiency in financial management, budget planning, and tracking, as well as the ability to work with various financial data systems to support program execution and reporting.

Responsibilities

  • Provide budget analyst expertise to support operations within the medical funded Human Performance Research portfolio.
  • Apply DoD budget policy and principles to guide and execute programs/projects through the AFRL project life cycle.
  • Utilize financial/programming data systems to retrieve, process, and synthesize information, generating reports to support analysis and develop reporting documentation.
  • Assess budget execution (commitments, obligations, and expenditures) across different types of funds from various sources.
  • Conduct monitoring and assessment of contractor incurred obligations and actual expenditures for reporting purposes.
  • Develop, review, and support finalizing project independent cost estimates.
  • Maintain HP Portfolio's annual travel budget, including forecasting and monitoring expenditures.
  • Work collaboratively with a team of finance, contracting, business analysts, scientists, engineers, clinicians, and research assistants to collect and analyze project data relevant to program execution, assessment, and reporting.
  • Identify and define budget issues/risks and implement necessary corrective actions in a timely manner.

Requirements

  • Bachelor's degree in business administration/management, accounting, finance, or economics.
  • DAWIA career field certification (APDP Level I or higher) in Business - Cost Estimating or Business - Financial Management (FM).
  • At least 5 years of demonstrated budget analyst/financial management experience in a Department of Defense (DoD) work environment.
  • At least 2 years of demonstrated experience working with Comprehensive Cost and Requirements System (CCaR).
  • Demonstrated experience supporting DoD program reviews, budget planning and tracking, funding document requests, pivot tables, spend plan graphs, and program budget tables.

Nice-to-haves

  • Familiarity with Air Force Medical Service (Defense Health Program) funding structure in CCAR.
  • Understanding of fundamental fiscal restrictions/regulations and various types of contracts vehicles.
