About the position

The Budget & Financial Analyst position at Indiana University Bloomington is a critical role within the University Budget Office, responsible for analyzing budget requests and making recommendations for budgetary requirements across campus or large Responsibility Centers (RC). This position involves providing essential information and recommendations to university officials and finance administrators regarding various phases of budget preparation and presentation. The analyst will perform continuous budgetary control on a campus-wide, large RC, or University-wide basis, ensuring that all budget proposals are complete, accurate, and compliant with relevant laws and internal policies. In addition to analyzing and preparing financial data to assess past performance and project future financial outcomes, the analyst will collaborate with cross-functional teams to develop large-scale annual budgets, rolling forecasts, and long-term financial plans. The role requires the preparation of strategic scenarios to anticipate various outcomes based on different assumptions, as well as the creation of variance analysis reports to compare actual performance against budgeted figures. The analyst will also build and maintain financial models to support decision-making, focusing on forecasting, cost analysis, and capital expenditures. The position demands a high level of professionalism, as the analyst will handle sensitive and confidential information, providing guidance to lead finance administrators and producing technical budget documents and reports in support of the Chief Fiscal Officer and the University. The ability to communicate effectively, both orally and in writing, is essential, as the analyst will present findings to leadership using various tools such as spreadsheets, charts, and technical reports.

Responsibilities

  • Analyze budget requests and recommend budgetary requirements for Executive Recommendations.
  • Provide information and recommendations to university officials and finance administrators regarding budget preparation and presentation.
  • Perform continuous budgetary control on a campus-wide, large RC, or University-wide basis.
  • Prepare instructions for budget preparations and recommend improvements for the budgetary process.
  • Review budget proposals for completeness, accuracy, and compliance with regulations and internal policies.
  • Monitor budgetary variances and collaborate with assigned campus or large RC on adjustments or analysis needed.
  • Apply doctrines, theories, and practices within the field of budget and financial analysis.
  • Evaluate the impact of federal, state, and University internal budget policies, producing technical budget documents and reports.
  • Provide guidance to lead finance administrators of assigned campus or large RC.
  • Handle sensitive and confidential information with objectivity and confidence.
  • Collaborate with cross-functional teams to develop large-scale annual budgets and long-term financial plans.
  • Create variance analysis reports to compare actual performance against budgeted figures.
  • Present findings to leadership using tools such as spreadsheets, charts, and technical reports.

Requirements

  • Bachelor's degree in Finance, Accounting, or a related field.
  • 5 years of experience in finance, financial administration, accounting, or a related field.
  • Excellent oral and written communication skills.
  • Ability to articulate specific information in subject matter expertise.
  • Ability to work independently or as part of a team.
  • Working knowledge of budgetary procedures and best practices.
  • Ability to synthesize information and provide advice to researchers, administrators, faculty, and business managers.
