About the position

We are currently seeking a Budget Financial Manager (BFM) to support the PMS 401 for the US Navy in Washington, DC. This position is hybrid, requiring 2-3 days a week on-site at the Washington Navy Yard. The BFM will provide essential Business & Financial Management support to a navy acquisition program office, ensuring that all financial operations align with the program's goals and objectives. The BFM will be responsible for program management report analysis, including the generation of executive summaries across contracts. A strong understanding of the Planning, Programming, Budgeting, and Execution (PPBE) process is crucial, as the role involves integrating RDOCS/PDOCS into the annual budget execution planning process. The BFM will develop and manage annual financial execution and phasing plans, monitor execution, and devise strategies to meet or exceed monthly obligation and expenditure benchmarks set by OSD and OPNAV. In addition, the BFM will monitor program execution by appropriation, including Operations & Maintenance (O&M), Procurement, Research, Development, Test & Evaluation (RDTE), and Shipbuilding and Conversion, Navy (SCN). The role requires the development and maintenance of program analyses and tracking databases, as well as the generation of reports, correspondence, briefs, and documentation related to the financial status of OEM contracts. The BFM will also maintain contract funding totals, track contractual actions and priorities, and consolidate responses to PMS401 and NAVSEA program data calls. Participation in the review of procurement packages, supporting acquisition documentation, and performance reports is expected, along with attendance at meetings related to financial and contract management, projected contract awards, Integrated Product Team meetings, and Program Status Reviews. The BFM will assist in preparing congressional budget justification language for all appropriations during the annual budget build in the PPBE process and must possess expertise in budget-related systems and databases, including PBIS, PBIS Web, PDOCS, RDOCS, and COBRA. This role requires the ability to travel domestically and internationally as needed, with travel expected about once per quarter.

Responsibilities

Requirements

  • An active Government Security Clearance at the SECRET level
  • Bachelor's degree and 5+ years of job-related experience or High School Diploma and 7 years of relevant experience
  • Excellent written communication skills
  • Working knowledge of word-processing and integrated software applications
  • Strong organizational skills and ability to perform detail-oriented work
  • Proficiency in Microsoft Office 365, especially Excel (pivot tables, charts/graphs, vlookup)
  • Professional knowledge pertaining to Defense procurement and administrative processes
  • Good interpersonal team communication and collaboration skills
  • Strong verbal and written interpersonal, communication, and presentation skills
  • Ability to travel domestically and internationally using a credit card or prepaid debit card as required

Nice-to-haves
