About the position

The Budget & Financial Reporting Analyst position at the Patient-Centered Outcomes Research Institute (PCORI) is a full-time role that reports to the Associate Director of Budget, Reporting, and Treasury. This position is crucial for supporting all budget and financial reporting activities within the organization. The analyst will be involved in various tasks including budget development and monitoring, conducting budget-to-actual variance analysis, and preparing regular budget management reports. The role also entails supporting budget owners and managers throughout the year with their budget and reporting needs. The incumbent will be responsible for providing financial reports to external stakeholders, which include financial statements, cash and fund balances, and actual funds committed along with outstanding award obligations. In addition to budget management, the analyst will facilitate active budget management by reviewing procurement transactions to ensure compliance with current policies and procedures. This position will also support treasury activities, including cash flow forecasting and other assigned duties. The analyst will assist in the annual budget process, collaborate with internal budget owners to substantiate budget requests, and interpret departmental goals into financial data. Monthly monitoring of budget planning and expenditure management indicators will be required, along with preparing and analyzing monthly budget vs. actual performance reports. The role demands a high level of accuracy and attention to detail, as well as excellent analytical abilities to identify solutions and improve processes. The Budget & Financial Reporting Analyst will also be expected to prepare quarterly briefs and PowerPoint presentations for external stakeholders, update multi-year cash flow projections, and assist senior management in estimating available funds for new award commitments. The position may require performing other duties and special assignments as needed, ensuring smooth operations within the Finance & Administration Division.

Responsibilities

  • Support the annual budget process and assist with staff training for budget kick-off meetings.
  • Collaborate with internal budget owners to substantiate budget requests and achieve reasonable budget variance.
  • Interpret and translate department/division/business unit goals into financial data.
  • Review operational budgets for trends and performance.
  • Analyze and prepare budget reports for management review and approval.
  • Provide expertise and technical assistance to budget managers and budget owners.
  • Monitor budget planning and expenditure management indicators on a monthly basis, highlighting trends and analyzing causes of variances.
  • Prepare and analyze monthly budget vs actual performance by department/division/business unit, with robust variance explanations and year-end projections.
  • Review and validate financial transactions for budget coding accuracy, completeness, and compliance with policies and procedures as part of active budget management.
  • Assist with developing mid-year projections.
  • Assist with financial modeling, cash flow projections, and commitment plan award payments projections.
  • Prepare quarterly briefs and PowerPoint slides for external stakeholders regarding financial performance.
  • Prepare monthly reports for management on actual funds committed, fund and cash balances, and outstanding award obligations.
  • Update multi-year cash flow projection and monitor daily cash position.
  • Assist senior management with estimating funds available for new award commitments.

Requirements

  • Bachelor's degree in Finance, Economics, or Accounting.
  • Minimum of 5 years of experience in financial planning, reporting, and analysis.
  • Experience in corporate accounting and non-profit environment preferred.
  • Strong financial planning and analysis skills with experience in processing and analyzing large volumes of quantitative data.
  • Familiarity with budgeting processes and methodologies such as Top Down, Bottom Up, Zero Based Budgeting, Incremental Budgeting, Activity Based Budgeting.
  • Advanced MS Office Suite skills, particularly in Excel (pivot tables, VLOOKUP) and PowerPoint.

Nice-to-haves

  • Experience with Sage Intacct and Workday Adaptive Planning applications or similar general ledger and budgeting applications.
