About the position

The Budget & Internal Service Fund Analyst will manage the budget and internal service fund reporting processes for the Department of General Services (DGS). This role is crucial in providing management with accurate financial information and tools to enhance financial processes, perform analysis of financial reports, and assist managers in understanding these reports. The analyst will also lead budget meetings, ensure compliance with financial regulations, and make recommendations to support management in decision-making.

Responsibilities

  • Manage the budget and internal service fund reporting processes.
  • Provide accurate and timely financial information to management.
  • Perform analysis and interpretation of business units' financial reports.
  • Assist business unit managers in understanding financial processes and reports.
  • Manage statewide financial processes in compliance with GAAP and other regulations.
  • Lead quarterly and yearly budget meetings with DGS divisions.
  • Plan, monitor, analyze, and evaluate financial activity for DGS divisions.
  • Make timely recommendations to support management in planning and decision-making.

Requirements

  • Significant experience with program budget planning, development, evaluation, and execution.
  • Experience with governmental budgeting, including general and non-general funds.
  • Strong experience in using personal computers, business software, and financial management systems.
  • Considerable knowledge of complex financial structures and government financial operations.
  • Knowledge of GAAP and GASB standards.
  • Significant skill in utilizing automated financial systems and Microsoft Office (Word and Excel).
  • Demonstrated ability to manage state revenue, appropriation, and expenditure issues.
  • Ability to prepare and evaluate complex financial data and reports.
  • Effective communication skills, both orally and in writing.

Nice-to-haves

  • Knowledge of Commonwealth of Virginia budget policies and procedures.
  • Experience with Oracle Cloud or PeopleSoft ERP financial software.
