About the position

The Budget Management Analyst I/II position at Prince George's County Government involves entry-level professional and administrative work focused on budgetary and management analysis for the General Services Division. The role includes assisting in budget preparation, evaluation, and administration, while serving as a liaison between the division and the Office of the Director. Successful candidates will have opportunities for non-competitive promotion upon satisfactory completion of a probationary period.

Responsibilities

  • Assists in performing the full range of budgetary/management analyses duties and responsibilities.
  • Serves as liaison between the Office of the Director and the General Services Division for all aspects of budget preparation, review and administration.
  • Assists in providing budget preparation instruction and guidance; provides technical assistance during budget preparation.
  • Assists in evaluating budgetary submissions for technical compliance and for funding implications upon program operations.
  • Assists in preparing written and oral presentations describing requested budgets.
  • Participates in budgetary meetings with Senior Management.
  • Uses automated data systems and other sources to monitor agency expenditure patterns and prepare projections of future expenditures.
  • Assists in inspecting operations and evaluating program and budgetary needs.
  • Monitors approved operating and capital budgets by identifying issues and problems requiring attention, obtaining and analyzing information through audits and statistical analyses, preparing reports of findings and recommendations.
  • Assists in analyzing operations and staffing patterns and recommends actions to improve service delivery and attain maximum cost-effectiveness.
  • Analyzes and recommends action concerning requests for reallocation of funds and supplemental appropriations; ensures compliance with rules, regulations, and laws.
  • Reviews and analyzes reports; manipulates and reconciles data for clarity and accuracy; creates databases, spreadsheets, and other analytic structures to analyze budgets, issues, reorganizations, etc.
  • Discovers, analyzes, and reports on issues and problems appropriate to areas of assignment.
  • Prepares written and oral reports.

Requirements

  • Bachelor's degree from an accredited college or university in Accounting, Business/Public Management, Finance, Economics, Quantitative Analyses, or closely related field.
  • An equivalent combination of relevant education and experience will be considered.

Nice-to-haves

  • Previous experience working in the government sector developing and preparing budgets for departments, divisions, and sections.
  • Knowledge of SAP and Microsoft Office applications.
  • Planning and conducting research; writing and editing management and analytical reports and budget material; speaking before groups.
