About the position

The Budget Management Specialist (Administrative Specialist II) plays a crucial role in supporting the financial operations of the Nebraska Department of Education. This position involves reviewing general ledgers, producing budget reports, and monitoring spending to ensure effective management of funding programs. The specialist will collaborate with various teams to provide financial guidance and ensure compliance with federal and state regulations, making a significant impact on the organization's financial health.

Responsibilities

  • Respond to inquiries and assist with the review, interpretation, and implementation of federal and state laws and regulations related to fiscal compliance.
  • Participate in the allocation and administration of appropriations and grant funds to designated offices.
  • Provide financial guidance related to the availability of funds and best practices of state and federal finances, statutory regulations, federal compliance, and grant funds.
  • Conduct budget analysis and projections for designated budget programs and grants.
  • Advise Nebraska Department of Education (NDE) Office staff on the Office or Program's financial status, budget status, and available cash and grant funds.
  • Gather, analyze, and interpret financial data to generate forecasting reports to assist with budget development.
  • Process requests for funds (e.g., invoices, contract approvals), ensuring supporting documentation is included and meets funding source requirements.
  • Verify accuracy of account and payroll coding, purchase orders, print requisitions, and other transactions.
  • Assist with the development and maintenance of policies and procedures to support internal controls for State and Federal funding.
  • Prepare reports for flow-through funding activities, ensuring funds are being transferred on time, in the correct amount; provide reports (e.g., Federal Financial Reports) to funding sources.
  • Monitor activity in the State of Nebraska accounting system, review and correct entries, and process contracts, requisitions, and purchase orders.
  • Coordinate a variety of human resources training, including development and delivery of training.
  • Demonstrate commitment to valuing diversity and contributing to an inclusive working and learning environment.

Requirements

  • Bachelor's degree in a related field (Accounting, Finance, etc.)
  • Two years of experience related to the essential functions of the position.
  • Experience in financial compliance, accounting, budgeting, and forecasting.

Nice-to-haves

  • Master's degree in Accounting or related field.
  • Prior experience in state and/or federal grant review and compliance.
