About the position

The Budget Manager (Operations & Policy Analyst 4) position at the Oregon Department of Early Learning and Care is a permanent role focused on managing the agency's biennial budget, which amounts to approximately $1.4 billion. This position is crucial for ensuring the effective execution and monitoring of the budget, which supports early learning programs for children and families in Oregon. The role involves supervising a team within the Budget Unit and requires a strong understanding of public sector budgeting and finance principles.

Responsibilities

  • Assist in the development, execution, and monitoring of the Department's biennial budget.
  • Act as a Budget Manager for the Budget Unit, assigned by the Budget Director.
  • Prepare and maintain tracking spreadsheets and documentation for the agency's budget.
  • Supervise and review the work of approximately 5 staff members within the Budget Unit.
  • Direct and administer the development, execution, and reporting of DELC's agency biennial budget.

Requirements

  • A Bachelor's Degree in Business or Public Administration, Finance, or a related degree.
  • Five years of professional-level evaluative, analytical, and planning work related to budget management.
  • Experience with public sector budgeting and finance principles, preferably in Oregon.
  • Proficiency in Microsoft Applications, including Excel and PowerPoint.
  • Experience in creating and utilizing customized finance and budget reports.

  • Ability to balance competing demands and make objective recommendations.
  • Experience organizing and managing financial documents and information.
  • Ability to preserve confidentiality of information communicated by management and customers.
  • Experience monitoring and managing budgets across multiple funding types, including federal funds.
  • Proven ability to think strategically and solve complex budget-related challenges.
