About the position

The Budget Manager (Operations & Policy Analyst 4) position at the Oregon Department of Early Learning and Care is a critical role responsible for overseeing the development, execution, and monitoring of the agency's biennial budget, which amounts to approximately $1.4 billion. This position plays a key part in ensuring that the agency effectively allocates resources to support early learning programs for children and families in Oregon. The role involves managing a team within the Budget Unit, providing strategic support to management, and ensuring compliance with budgetary regulations and policies.

Responsibilities

  • Assist in the development, execution, and monitoring of the Department's biennial budget.
  • Act as a Budget Manager for the Budget Unit, assigned by the Budget Director.
  • Prepare and maintain tracking spreadsheets and documentation for the agency's budget.
  • Supervise and review the work of approximately 5 staff members within the Budget Unit.
  • Direct and administer the development, execution, and reporting of the agency's biennial budget.

Requirements

  • A Bachelor's Degree in Business or Public Administration, Finance, or a related degree.
  • Five years of professional-level evaluative, analytical, and planning work related to budget management.
  • Experience with public sector budgeting and finance principles, preferably in the State of Oregon.
  • Proficient in Microsoft Applications, including Excel and PowerPoint.
  • Ability to analyze and create customized finance and budget reports.

Nice-to-haves

  • Bilingual skills are preferred.
  • Experience in leading and guiding team members responsible for budget-related tasks.
  • Proven ability to think strategically and solve complex budget-related challenges.
