About the position

The Budget & Policy Analyst position at the State of Wisconsin's Department of Administration (DOA) involves developing, analyzing, coordinating, and presenting budgets and legislation for the department and supported agencies. This role supports the biennial and operating budget processes, providing critical analysis of financial, operational, and legislative information. The position is available at both entry and advanced levels, with responsibilities tailored to the candidate's experience and qualifications.

Responsibilities

  • Develop, analyze, coordinate, and present operating and biennial budgets and legislation for the Department of Administration (DOA) and supported agencies.
  • Provide budget and policy support for all stages of the biennial and operating budget processes.
  • Analyze financial, operational, and legislative information, including budget impacts of personnel acquisitions and expenditure authority trends.
  • Run queries in the State of Wisconsin's Enterprise Resource Planning System (ERP) and utilize data for financial analysis and reporting.
  • Support assigned Departmental Divisions and the Department's attached boards, councils, and commissions.

Requirements

  • Education, training, and/or experience in professional budgeting/accounting principles.
  • Ability to analyze and interpret state statutes, administrative rules, fiscal and budget information, and public policy issues.
  • Experience in drafting and presenting analytical, programmatic, and financial reports.
  • Intermediate to advanced experience using Microsoft Excel and ERP systems, including creating pivot tables and formulas.

Nice-to-haves

  • Experience briefing and presenting to executive level leadership on data analyses and financial reports.
  • Budget and policy analysis experience in the public sector involving multiple funding sources and cost recovery models.
  • Experience developing and managing agency biennial budget submissions and annual operating budgets.
