About the position

The Budget & Policy Analyst III, Business Operations Manager position at the Colorado Department of Transportation (CDOT) focuses on managing financial planning and forecasting for the Office of Innovative Mobility (OIM). This role involves ensuring compliance with federal and state regulations, providing financial guidance, and supporting various transportation initiatives aimed at improving safety and efficiency on Colorado's roadways. The position requires a blend of technical financial skills and the ability to communicate effectively with various stakeholders.

Responsibilities

  • Manage all aspects of financial planning and forecasting for OIM cost center and pool budgets.
  • Recommend policy changes to ensure compliance with guidance and train staff accordingly.
  • Update and coordinate processes and policies within OIM for timely compliance with regulations.
  • Analyze department budgetary needs and assist with tracking budget formulation and monitoring results.
  • Monitor OIM financial performance and advise management on fiscal needs and issues.
  • Serve as the fiscal coordinator for the FTA Federal grant program, maintaining related accounting systems.
  • Provide training to OIM program staff on financial issues.
  • Perform spend forecasting with emphasis on payroll and special project spending.
  • Provide recommendations for budget shortages and potential program or project augmentations.
  • Adhere to federal and fiscal rules, analyzing legislation related to funding sources and grant disbursement.
  • Provide business operations support, including processing invoices and managing contracts.

Requirements

  • 7 years of full-time professional experience in finance, accounting, contract management, policy analysis, or business administration, including at least 3 years focused on fiscal or budget analysis.
  • Education from an accredited college or university in accounting, finance, economics, business administration, or a related field may substitute for experience.

Nice-to-haves

  • Experience with FTA funding sources and requirements.
  • Experience working with transit agencies and transit budgets.
  • Proven track record in project management and process improvement.
  • Familiarity with project management software and fluency in Google Suite and MS Office.
  • Strong interpersonal and relationship-building skills.
