About the position

The Budget/Policy Analyst position at Washington State University (WSU) is a full-time role that plays a critical part in the financial planning and policy analysis for the university. Under the direction of the Operating Budget Director, the analyst will engage in complex and independent budget and policy analysis, which includes planning, forecasting, coordination, and implementation of the central university budget. This role is essential for reviewing and analyzing the impact of proposed state legislation and providing budgetary analysis to support decision-making by senior leadership at WSU, as well as other stakeholders, agencies, and organizations. The analyst will be responsible for conducting thorough analyses of financial data, utilizing business intelligence tools, and developing comprehensive reports that inform strategic decisions. The position requires a strong ability to manage multiple projects and priorities effectively, ensuring that all analyses are performed rapidly and accurately. The analyst will also need to demonstrate excellent interpersonal, written, and oral communication skills to convey complex financial information to a diverse audience, ranging from executives to departmental staff. This position is located on the WSU campus in Pullman, WA, and candidates must be able to work in-person. Responsibilities

  • Perform complex and independent budget and policy analysis for the central university budget.
  • Review and analyze the impact of proposed state legislation.
  • Provide budgetary analysis for decision-making by senior leadership and other stakeholders.
  • Utilize business intelligence tools for data analysis and visualization.
  • Prepare and explain ad hoc reports to internal and external constituencies.
  • Manage multiple projects and priorities effectively.

Requirements

  • A Bachelor's degree in accounting, business or public administration, or a relevant field.
  • Four years of experience in finance or budget administration, including the use and development of spreadsheets, graphics, and databases.
  • Experience with business intelligence tools.
  • Experience performing complex data and financial analysis rapidly and accurately.
  • Experience analyzing the effects of proposed rules, regulations, policies, and/or procedures.
  • Excellent interpersonal, written, and oral communication skills.
  • Strong organizational skills and ability to manage multiple projects.

Nice-to-haves

  • Advanced degree in business administration, public administration, business management, accounting, or a related field.
  • Experience preparing and explaining ad hoc reports to internal and external constituencies.
  • Experience with data analysis and visualization involving large data sets.
