About the position

The Budget Specialist position at the Office of the Secretary of State (OSOS) is a full-time role responsible for the coordination and review of the Elections Division budget, as well as grant and contract management. This position plays a critical role in ensuring the financial integrity and compliance of the Elections Division, contributing to the fair and accurate electoral process in Washington State. The role requires strong analytical skills and the ability to work collaboratively with various stakeholders to manage budgets effectively and ensure adherence to regulations.

Responsibilities

  • Perform division budget analysis, including preparation of biennial and supplemental budget requests.
  • Review and formulate division performance measures in collaboration with the deputy director.
  • Conduct fiscal analysis and monitor budget control procedures for compliance with established policies.
  • Prepare and monitor budget and related fiscal reports to ensure grant audit compliance and adherence to regulations.
  • Analyze proposed legislation affecting programs and prepare fiscal notes.
  • Coordinate the fiscal note process and review fiscal notes in collaboration with OFM staff.
  • Prepare and provide status of accounts, including analysis and recommendations on activity costs and revenues.
  • Track equipment purchased with HAVA funds and ensure readiness for grant audits.
  • Establish grant guidelines and monitor grant progress for compliance with scope of work and funding levels.
  • Assist counties in tracking and disposal of HAVA-purchased equipment.
  • Research elections, voting, and voter registration issues and prepare reports or materials for decision making.
  • Establish centralized processes for organizing contracts and agreements within the division.
  • Monitor and track contracts to ensure compliance with scope of work and funding levels.

Requirements

  • Three years of experience providing support to staff or a program, including one year of budget management.
  • Ability to efficiently use a personal computer and applicable software for essential functions.
  • Current Washington state driver's license or appropriate accommodation.

Nice-to-haves

  • Bachelor's degree in public administration, accounting, business, finance, communications, or related field.
  • Experience in or understanding of election processes.
  • Experience working with groups of stakeholders to accomplish goals.
  • Strong analytical, writing, and speaking skills.
  • Two or more years of experience conducting research to produce reports or program improvements.
