The Budget & Vendor Management Specialist for Global Talent at General Motors is a pivotal role that focuses on creating, enabling, maintaining, and propagating an effective and systematic Business Process Management environment. In this role, the specialist will manage a substantial budget exceeding $30 million for the Global Talent & Development team. Responsibilities include tracking and reporting on all Global GTD targets related to budget, efficiency, productivity, and headcount. The specialist will lead and participate in budget updates and presentations, manage communication packages, and coordinate all budget, accruals, and forecast plans centrally. Additionally, the role involves leveraging the overarching change control process to define and implement governance that balances daily operational needs with common global reporting, while effectively managing changes. The specialist will ensure the accurate and timely delivery of budgeting and vendor management across GTD, maintaining the integrity of information by reviewing process documentation, validating business logic, and verifying outputs. They will create standard operating procedures for driving the vendor management cycle and establish robust vendor audit and compliance metrics. Accountability for the accuracy of information used in budget and vendor management reports to leadership is crucial, as is the ability to influence a diverse team of professionals in a high-demand, ever-changing environment. The specialist will also identify opportunities for improvement and propose changes to enhance operating efficiency, while mentoring team members to enhance their knowledge and experience in budget and vendor management processes.
