About the position

The Budget & Vendor Management Specialist for Global Talent at General Motors is a pivotal role that focuses on creating, enabling, maintaining, and propagating an effective and systematic Business Process Management environment. This position is designed to develop and deliver insightful analysis that supports business decision-making across the Talent team. The role offers significant responsibility and interaction with senior management, providing an opportunity to make a substantial impact within a strategic organization. The ideal candidate will possess experience in budget and roadmap development, vendor management, and excellent project management skills, along with a keen attention to detail. While experience in a technical talent management function is preferred, it is not a strict requirement. In this role, the specialist will manage a budget exceeding $30 million for the Global Talent & Development team. Responsibilities include tracking and reporting on all Global GTD targets related to budget, efficiency, productivity, and headcount. The specialist will lead and participate in GTD budget updates and presentations, manage communication packages, and coordinate all budget, accruals, and forecast plans centrally. Additionally, the role involves leveraging the overarching change control process to define and implement governance that balances daily operational needs with common global reporting, while effectively managing changes. The specialist will ensure the accurate and timely delivery of budgeting and vendor management across GTD, maintaining the integrity of information by reviewing process documentation, validating business logic, and verifying outputs. They will create standard operating procedures for driving the vendor management cycle and establish robust vendor audit and compliance metrics. The role also requires accountability for the accuracy of information used in budget and vendor management reports to leadership, influencing a diverse team of professionals in a high-demand and changing environment, and identifying opportunities to enhance operating efficiency. Mentoring team members to enhance their knowledge and experience in budget and vendor management processes is also a key aspect of this position.

Responsibilities

  • Manage $30M+ budget for Global Talent & Development team
  • Track and report on all Global GTD targets around Budget, Efficiency, Productivity, Headcount
  • Lead and/or participate in GTD budget updates and presentations, manage communication packages
  • Manage the strategy and implementation roadmap for cost reduction initiatives across the team
  • Centrally coordinate and manage all budget, accruals and forecast plans
  • Leverage the overarching change control process to define and implement governance
  • Manage the accurate and timely delivery of budgeting and Vendor Management across GTD
  • Create standard operating procedure for driving the vendor management cycle
  • Accountable for the accuracy of information used in budget and Vendor Management reports to leadership
  • Effectively influence a diverse team of professionals in a climate of high demand and ongoing change
  • Identify opportunities and propose changes to enhance operating efficiency
  • Mentor team members to enhance their knowledge and experience in the budget and vendor management processes

Requirements

  • 4+ years budget and/or vendor management experience
  • Ability to manage aggressive timelines for multiple deliverables, with accuracy, and attention to detail
  • Proven experience managing budgets and financial analyses to determine possible outcomes for various budgeting choices
  • Highly developed critical thinking and analytical skills
  • Self-motivation and passion to develop others, encourage standard methodologies, and constantly improve processes
  • Thrive in ambiguity, crafting simplicity and order
  • Organized with strong ability to prioritize and effectively manage multiple projects simultaneously
