About the position

LMI is seeking a Certified Defense Financial Manager (CDFM) who is budgetary familiar with the Planning, Programming, Budgeting and Execution System (PPBES), Program Objective Memorandum (POM), Congressional Budget Justification Book (CBJB), and government financial management best practices. This position requires an active TS/SCI security clearance. The successful candidate will assist and advise PIO leadership on the execution, performance, and forecasting of all aspects of financial management. This role involves tracking expenditures, initiating MIPRs, forecasting executions, and performing associated financial management duties as directed by the Contracting Officer Representative (COR) or Technical Point of Contact (TPOC). The contractor will also support the movement of funding, funds execution, and financial reporting as directed by the COR or TPOC, participating in meetings and conferences relevant to specific PIO projects. In addition, the Budgetary Financial Manager will manage, prepare, and maintain work breakdown structures, forecast costs, track costs, and financial reporting. Familiarity with PPBES and program control is essential, as is the preparation of inputs to subsequent statements of work, development and maintenance of detailed schedules, verification integration, and financial planning and reporting. The role requires tracking project progress against the requirements of the statement of work, scheduling, and preparing monthly progress and financial reports. Ensuring that milestones and deliverables are accomplished on schedule, coordinating training and transition efforts, and providing technical support through transition are also key responsibilities. The candidate will prepare and conduct quarterly program management reviews and support other management briefings as required. This position is integral to ensuring the financial health and compliance of projects within the Department of Defense and Intelligence Community, requiring a deep understanding of military protocols and communication with senior leadership.

Responsibilities

  • Assist and advise PIO leadership on execution, performance, and forecasting of all aspects of financial management.
  • Track expenditures, initiate MIPRs, and forecast executions as directed by the COR or TPOC.
  • Support PIO for movement of funding, funds execution, and financial reporting as directed by the COR or TPOC.
  • Manage, prepare, and maintain work breakdown structures, forecasting costs, and financial reporting.
  • Ensure milestones and deliverables are accomplished on schedule and coordinate training and transition efforts.
  • Prepare and conduct quarterly program management reviews and support other management briefings as required.

Requirements

  • Bachelor's degree required; Master's degree preferred.
  • Possess relevant experience in RDT&E activities in support of both DoD and IC programs.
  • Extensive experience with the military, understanding rank, seniority, and protocol to communicate with senior leadership in both the DoD and IC communities.
  • Certified Defense Financial Manager (CDFM).
  • Possess DoD Level 3 Financial Manager certifications.
  • Relevant military experience and have 5 years prior experience working for SAF/FM.
  • Experience developing cost profiles and estimates for new projects, assessing and controlling ongoing projects, and a minimum of 20+ years' experience complying with all Federal laws and regulations.
  • Active TS/SCI security clearance.
