Supervision Under the direct supervision of the Assistant Parks and Recreation Director. Essential Functions Administrative Promotes recreational activities within The City of Ozark, for citizens, patrons of the community center, and city staff. Responsible for planning, marketing, implementing, supervising and evaluating all maintenance efforts in facilities of Ozark Parks and Recreation, as well as other city facilities as assigned. Implement a Maintenance Plan to ensure that the current and future maintenance needs are addressed, and that all preventative maintenance is being conducted on equipment as prescribed. Responsible for maintaining budgets pertaining to custodial needs at city facilities, maintenance of city facilities, and the parks maintenance division. Coordinates with the Director to provide information for budgeting, bids, grants, and statistical reports. This position will have nights and weekends where they will be on call on a rotating basis to answer any issues that may arise in City facilities and grounds. Assist in other departments and assumes responsibility for the actions of subordinates and necessary steps that may be needed and as directed by the Parks & Recreation Director Any other duties as assigned by the Parks Director or City Administrator, or their respective designee. Staff Management Design and implement a training system for all facilities and grounds staff. Responsible for ongoing evaluation of staff performance within the facilities and grounds department, ensuring that they upkeep a high level of excellence when it comes to serving the community Conducts ongoing training sessions to impart updated safety information, policies and procedures of facilities and grounds, policies and procedures of Ozark Parks and Recreation Department, and policies and procedures of the City of Ozark. Responsible for the scheduling, training, and certification of all facilities and grounds staff, including the implementation of a training matrix. Directly supervises the Facility Maintenance Technicians to ensure that all maintenance needs of city facilities are addressed as they arise, as well as addressing any construction or ongoing projects as they arise within the department. Directly supervises the Park Maintenance Lead to ensure that Park Maintenance issues are addressed as they arise, and that the Parks and Recreation Maintenance Standards are upheld. Directly supervises the Custodial Coordinator to ensure that there is appropriate cleaning coverage for all city facilities by their team during open hours of operation. Safety and Facility Upkeep Maintain vigilance towards the safety and level of maintenance of all park and recreation facilities, as well as other city facilities. Working with the Parks and Recreation Director, implement and maintain an up-to-date safety plan for facilities and grounds hosted at The OC, parks, and other facilities. Responsible for ensuring that facilities and grounds staff meet and exceed all training requirements as outlined by the Parks and Recreation Director, and City of Ozark. Performs all duties in accordance with department and city safety procedures. Working with the Parks and Recreation Director and Recreation Superintendent to ensure that recreational facilities (playgrounds, sports fields, pavilions, and other facilities used by recreational program) meet and exceed all safety and aesthetic expectations of the Ozark Parks and Recreation department Guest Experience Communicate regularly to parents and patrons of enrolled participants to ensure a level of comfort in engaging with these programs. Maintain and ensure satisfaction and safety of guests and staff Deal effectively and courteously with city staff, patrons, and the public. Coordinate with Parks and Recreation staff to ensure that the facilities and grounds meet the expectations of the public, and that the public is informed about ongoing park projects and rules. Maintenance Skills Utilize the following tools and equipment as needed to accomplish assigned task Riding and push lawnmowers, trimmers/ weed eaters, chain saws and various other powered equipment and machinery. Both hand and power tools Tractors, bucket trucks, skid steers, and other large machinery Operates other equipment as assigned. Able to perform basic construction tasks as needed (benches, pavilions, fences, etc) to serve the needs of Ozark Parks and Recreation. Coordinate with the Fleet Manager to ensure that all vehicles utilized by Parks and Recreation are properly maintained and in working order. QUALIFICATIONS AND REQUIREMENTS: Experience, Education, and Training Must be 21 years of age, bachelor's degree preferred. Experience required in a supervisor role. Plumbing, Construction, Electrical, and/or Project Management experience necessary. Knowledge Knowledge of standard maintenance and cleaning equipment. Knowledge of basic verbal and written skills. Knowledge of modern office practices and standard English; basic math calculations. Knowledge of pool maintenance and current CPO or AFO policies. Knowledge of operation of various machinery. Abilities Ability to deal effectively and professionally at all times with the public. Ability to read blueprints. Ability to effectively and safely operate various machinery. Ability to understand and follow oral and written instructions. Ability to establish and maintain effective working relationships with supervisors. Ability to manage and organize multiple projects and tasks simultaneously. Ability to maintain appropriate level of confidentiality for both written and verbal information. Ability to perform the essential functions of the job without posing a direct threat to the health and safety of others. Ability to plan and direct the work of maintenance employees. Ability to be an ethical and responsible leader in managing maintenance staff. Licensing/Certification Must possess a valid Missouri Motor Vehicle operator's license. Certified Parks and Recreational Professional within 90 days of hire. CPR/First Aid completed within 90 days. Certified Pool Operator (CPO) or Aquatic Facility Operator (AFO) within 180 days of hire. Parks and Recreation Maintenance Management School within the first two years of hire Miscellaneous Requirements Subject to the City's drug and alcohol prevention and abuse ordinances. May be subject to emergency call in or weekend standby duty. Subject to the City of Ozark drug and alcohol prevention and abuse ordinances Pass a background check through State of Missouri Family Care Safety registry Physical Requirements Performs bending, sorting, and reaching to both ground level and overhead; lifts and carries up to seventy-five (75) pounds; pushes and pulls up to one hundred (100) lbs; must be able to hold and grip objects; may be subject to sitting or standing for long periods of time; must possess manual dexterity necessary to effectively operate hand tools. Must be able to hear machinery sounding alarms. Working Environment Primarily indoor with heating and cooling regulated in a general office environment. May be exposed to extreme weather conditions when traveling to off-site locations or conducting on site work with various supervised teams.
