The Building Management Specialist (Operations & Maintenance COTR/SUB-COTR) position within the Department of the Treasury is a critical role responsible for overseeing the daily operations and maintenance of major building infrastructure components. This includes mechanical and electrical systems, life safety systems, elevators/escalators, Uninterruptible Power Systems (UPS), cooling tower chemical treatments, plumbing systems, lighting control systems, lawn irrigation systems, decorative fountains, and architectural systems such as roofs, windows, flooring, doors, site drainage systems, and parking lot surfaces. The specialist must possess technical knowledge to minimize customer impact and ensure the smooth operation of these systems. In this role, the specialist will consult with managers to identify and define customer needs related to building operations and maintenance, responding effectively to emergency situations. Responsibilities include preparing statements of work, assisting in the development of construction drawings, and providing government cost estimates for building infrastructure retrofit and repair projects. The specialist will maintain files of construction drawings, specifications manuals, and catalogs, and will be responsible for reviewing contractor submittals and maintaining project files. The position also involves making detailed inspections of ongoing work, developing punch lists, and meeting with contractor project managers for progress reviews. The specialist will develop and monitor project budgets, initiate progress and final payments, and coordinate construction projects with related functions and building customers. Additionally, the specialist will provide formal presentations to management as needed and consult with REFM HQ Buildings Delegation staff when alterations or construction involve work performed under the terms of the O&M contract. As the COTR for one or more alterations/construction contracts, the incumbent will follow procurement guidelines, maintain professional relationships with contractors, and ensure compliance with various regulations and standards. This includes monitoring legislation, GSA regulations, and industry standards to assess their impact on local operations and maintenance programs. The specialist will also serve as a point of contact for service calls and work orders related to the O&M contract and alterations or construction contracts.
