About the position

The Business Analyst 2 position is responsible for enterprise-wide business analysis of web applications for the Office of Information Management (OIM) and its customers. This role involves collaborating with multiple stakeholders, documenting business requirements, and coordinating with cross-functional teams to ensure successful implementation of IT solutions. The Business Analyst will work closely with the development team, perform end-to-end testing, and create necessary documentation such as design specifications and test plans.

Responsibilities

  • Develop business requirements in response to requests for systems enhancements and modifications.
  • Work with technical teams and vendors to ensure requirements are incorporated into systems design and testing.
  • Evaluate alternative strategies and make recommendations for viable solutions compatible with current technologies.
  • Develop requirements documentation, business flow diagrams, prototypes, and mockups.
  • Create business artifacts such as Use Cases, User Stories, and Functional Requirements.
  • Facilitate Joint Requirement Planning (JRP) sessions with Business User Groups.
  • Conduct Joint Application Development (JAD) sessions with project team members.
  • Participate in functional and systems integration unit testing; develop test plans and scripts based on requirements.
  • Provide assistance and training to customers with testing throughout all testing phases.
  • Facilitate problem-solving sessions to identify innovative solutions.
  • Provide implementation and maintenance support.
  • Meet regularly with customers and interact with users through interviews and walkthroughs.
  • Proactively suggest systems and process improvements and perform competitive analysis.
  • Keep Systems Manager and Project Manager informed of key issues impacting project implementation.
  • Facilitate project conference calls, status meetings, and planning sessions.

Requirements

  • Knowledge of relational databases (SQL) and system development lifecycle (SDLC) methodologies.
  • Demonstrated skills in project planning, requirements gathering, and business analysis.
  • Experience in business process mapping and procedural writing.
  • Strong problem-solving, active listening, and negotiation skills.
  • Excellent verbal and written communication skills.
  • Ability to manage, coordinate, and prioritize multiple activities with limited supervision.
  • Knowledge of business process engineering methods.
  • Experience using multiple project management methodologies such as Waterfall, Iterative, and Agile.
  • Bachelor's degree in Information Technology, Information Systems, or Computer Science, or equivalent experience.

Nice-to-haves

  • Experience with Healthcare Information Systems.
  • Experience performing systems analysis and architecting technical solutions.
  • Knowledge of the Commonwealth of Virginia Information Security Standard, SEC 530.
