About the position

The Business Analyst 2 position is responsible for conducting enterprise-wide business analysis of web applications for the Office of Information Management (OIM) and its customers. The role involves collaborating with stakeholders, documenting business requirements, and coordinating with cross-functional teams to ensure successful implementation of IT solutions. The Business Analyst will also perform end-to-end testing and provide support throughout the project lifecycle.

Responsibilities

  • Develop business requirements in response to requests for systems enhancements and modifications.
  • Work with technical teams and vendors to ensure requirements are incorporated into systems design and testing.
  • Evaluate alternative strategies and make recommendations for viable solutions.
  • Develop requirements documentation, business flow diagrams, prototypes, and mockups.
  • Create business artifacts such as Use Cases, User Stories, and Functional Requirements.
  • Facilitate Joint Requirement Planning (JRP) sessions with Business User Groups.
  • Conduct Joint Application Development (JAD) sessions with project team members.
  • Participate in functional and systems integration unit testing; develop test plans and scripts based on requirements.
  • Provide assistance and training to customers during testing phases.
  • Facilitate problem-solving sessions and identify innovative solutions.
  • Provide implementation and maintenance support.
  • Meet regularly with customers and conduct walkthroughs with developers and stakeholders.
  • Proactively suggest systems and process improvements and perform competitive analysis.
  • Keep Systems Manager and Project Manager informed of key issues impacting project implementation.
  • Facilitate project conference calls, status meetings, and planning sessions.
  • Utilize project management applications and MS Office applications for coordination.
  • Coordinate with Systems Manager and agency security team to document and implement security requirements.

Requirements

  • Knowledge of relational databases (SQL) and system development lifecycle (SDLC) methodologies.
  • Experience with quality assurance techniques and change management procedures.
  • Skills in project planning, requirements gathering, business analysis, and business process mapping.
  • Strong problem-solving, active listening, negotiation, and conflict resolution skills.
  • Ability to manage and prioritize multiple activities concurrently with limited supervision.
  • Knowledge of business process engineering methods.
  • Experience with project management methodologies such as Waterfall, Iterative, and Agile.
  • Strong attention to detail and excellent verbal and written communication skills.
  • Strong analytical, planning, and organizational skills.
  • Bachelor's degree in information technology, Information Systems, or Computer Science, or equivalent experience.

Nice-to-haves

  • Experience with Healthcare Information Systems.
  • Experience performing systems analysis and architecting technical solutions.
  • Knowledge of the Commonwealth of Virginia Information Security Standard, SEC 530.

Benefits

  • Competitive hourly pay rate of $37 - $42 per hour.
