About the position

The Business Analyst III - Underwriting/Actuarial position at Horizon Blue Cross Blue Shield of Jersey is a senior-level role responsible for conducting research and root cause analysis to recommend and implement new processes and solutions to operational deficiencies. The analyst will work independently, resolving issues and improving operational performance across various departments. This role involves developing forecasting tools, translating business requirements, leading project workgroups, and conducting User Acceptance Testing (UAT).

Responsibilities

• Conduct research and root cause analysis for operational deficiencies.
• Investigate service-related issues to identify root causes and communicate business needs assessments.
• Develop forecasting tools using current technology/systems (Access, Excel, Monarch, etc.).
• Translate business requirements and assist IT with the development of technical specifications.
• Develop solutions based on data analysis to increase business efficiency.
• Lead or participate in internal and external project workgroups and presentations.
• Conduct User Acceptance Testing (UAT) for projects, implementations, system fixes, and enhancements.
• Prepare materials for internal and external audit activities; review audit findings/reports for accuracy and completeness.
• Coach/mentor less experienced staff and assist in onboarding new staff.
• Identify process improvement opportunities and gather performance data for analysis.

Requirements

• Bachelor's Degree preferred.
• Minimum of seven (7) years' experience in an operational or analytical role.
• Experience with StepWise rating tool required.
• Knowledge of the Healthcare industry required.
• Experience with Stepwise or other insurance rating systems required.
• Knowledge of Project Management methodologies.

Nice-to-haves

• Working knowledge of Horizon Blue Cross Blue Shield products and services.
• Knowledge of division operating plan and Horizon operating model.
