About the position

The Business Analyst Operations Manager will provide essential Business Operations Support (BOS) to the United States Army Intelligence and Security Command (INSCOM) Headquarters Command Services Office (CSO). This role is pivotal in leading a team of two Business Analyst Technical Writers, ensuring that operations run smoothly and efficiently. The position requires an active TS/SCI clearance, emphasizing the sensitive nature of the work involved. The successful candidate will collaborate closely with various stakeholders to identify and analyze relevant information, ensuring that all data submitted is accurate and actionable. In this role, the Business Analyst Operations Manager will assist requiring activities in identifying funding shortfalls related to complex contract actions, as well as current and projected staffing levels. The manager will also play a crucial role in implementing improvements to the contract monitoring process and producing Milestone Reviews, which are essential for tracking project progress and ensuring compliance with established standards. The use of Microsoft 365 applications, including Excel, Word, Outlook, Teams, and PowerPoint, is integral to performing intermediate skill level tasks, which will aid in the effective management of operations. Additionally, the Business Analyst Operations Manager will be responsible for developing and maintaining automated systems that collect, track, and create reports visualizing desired metrics. This aspect of the role is critical for providing insights that drive decision-making and operational improvements. The position may also involve other job-related duties as assigned, reflecting the dynamic nature of the work environment.

Responsibilities

  • Collaborates and coordinates with stakeholders to identify relevant information that needs to be submitted and data to be analyzed.
  • Assists requiring activities to identify funding shortfalls in complex contract actions.
  • Assists requiring activities to identify current and projected staffing levels in complex contract actions.
  • Assists requiring activities to implement improvements to the contract monitoring process.
  • Assists requiring activities in producing Milestone Reviews.
  • Uses Microsoft 365 to perform intermediate skill level tasks using Microsoft Excel, Word, Outlook, Teams, and PowerPoint.
  • Develops and maintains automated systems to collect, track and create reports that visualize desired metrics.
  • Performs other job-related duties as assigned.

Requirements

  • Minimum of BS/BA degree in operations management or related field.
  • Proven experience in acquisitions and contract management.
  • Ability to build consensus and relationships among managers, partners, and employees.
  • Excellent communication skills.

Nice-to-haves

  • Flexible work schedule (e.g., 4 days x 10hrs) or (1 RDO per pay period) is acceptable.
  • Telework 3 days a week (onsite 2 days a week, Wednesday + one day of employee's choice).
