About the position

The Business Analyst position involves supporting the migration of the integrated resident information system for the Health and Human Services Commission (HHSC) to a new SaaS solution. The role requires understanding business objectives, analyzing user requirements, and ensuring a seamless transition through comprehensive planning, data assessment, and workflow design. The candidate will engage with stakeholders, document processes, and ensure compliance with HHSC standards throughout the Software Development Life Cycle.

Responsibilities

  • Support the migration efforts of the integrated resident information system, including planning, data assessment, cleansing, and mapping.
  • Ensure design compliance with HHSC standards and set up validation and auditing processes for data integrity post-migration.
  • Perform testing of the migration process, including creating and executing unit test scripts and analyzing test results.
  • Provide regular updates on migration progress to project stakeholders and prepare presentations to explain the migration process and system functionality.
  • Facilitate the transition to the new system by providing training, preparing documentation, and recommending strategies for optimizing system performance.

Requirements

  • 7 years of experience in database management systems and data migration, particularly with healthcare EHR systems like Cerner Millennium.
  • 7 years of experience in Oracle, Microsoft SQL Server, or similar database scripting.
  • 7 years of experience in business analysis, including reviewing and evaluating user requirements and operational procedures.
  • 7 years of experience in documenting business process flows and standardizing process improvements.
  • 7 years of experience in preparing specifications for data input/output processes.
  • 7 years of experience in resolving complex data-related issues using analytical skills.
  • 7 years of exceptional oral and written communication skills for project documentation and stakeholder engagement.
  • 7 years of strong interpersonal abilities to support diverse teams and inspire collaboration.
  • 7 years of in-depth knowledge of current IT industry trends and market insights.
  • 7 years of experience with architectural concepts, principles, and tools relevant to information systems.

Nice-to-haves

  • 2 years of prior experience with SaaS model EHR systems and cloud data migrations.
  • 2 years of experience with Texas DIR Project Delivery Framework and document templates.
  • 2 years of familiarity with existing and planned software technology and software architecture components.
  • 2 years of experience in regulatory compliance and data security related to healthcare data.
