DSA is seeking a highly qualified Business Analyst with an active Top-Secret clearance to join our team in Winchester, VA. This is a unique opportunity to provide strategic IT support to the FBI to improve operation and efficiency of enterprise. The position is based in Winchester, Virginia at the FBI's Information Management Division (IMD), which oversees the records of the Bureau and provides key services to law enforcement and the American people. The IMD has affirmed a strategic initiative to foster technology innovation in support of its mission, and the Technology Innovation Section (TIS) is responsible for implementing this initiative. TIS aims to deliver the best possible information management solutions to organize the FBI's information and make it appropriately accessible and useful. The section is transforming from a functional structure to a portfolio-based model to be more customer-focused and manage systems from project inception through retirement. TIS follows Agile and DevSecOps methodologies and is working to achieve Continuous Integration/Continuous Deployment (CI/CD) capabilities, with the goal of providing functional and secure systems coupled with outstanding customer service. The Business Analyst will play a crucial role in identifying and defining core business processes that drive value and require optimization. This involves collaborating with stakeholders across various processes, facilities, locations, and levels to understand business objectives, facilitate measurement solutions, and implement business processes that enhance performance. The analyst will contribute to analyses that create narratives highlighting issues and required actions for performance improvement, recognize data variances and trends, and recommend solutions. Additionally, the role includes supporting initiatives that track process adherence and performance, researching best practices, analyzing existing business processes, and determining how new technologies can support reengineering efforts. The Business Analyst will also prepare and analyze management reports, automate standard reporting, and participate in the development of communication plans, training plans, and other actionable deliverables. Strong analytical and technical skills are essential for documenting findings and participating in the validation of functional requirements and specifications.
