About the position

The Business Analyst position at the Department of Environmental Quality focuses on processing, interpreting, and documenting business processes, products, services, and software through data analysis. The role aims to enhance business efficiency by leveraging knowledge of both IT and business functions, ensuring that the organization meets its operational goals effectively.

Responsibilities

  • Coordinate Accounts Receivable, Billing, and OnBase initiatives to meet documented expectations.
  • Identify and communicate effectively with key stakeholders.
  • Analyze business processes and the business systems that drive them.
  • Identify risks and inefficiencies in business processes and recommend technology-based solutions.
  • Develop and maintain system documentation.
  • Work closely with assigned business unit teams to elicit, translate, and distill business vision into clear business requirements.
  • Compile information in a format meaningful to both business stakeholders and software developers.
  • Build requirements and specifications for new functionality and enhancements.
  • Recommend, facilitate, and collaborate on the selection of technology solutions and options.
  • Schedule and/or participate in the organization and leadership of project-related meetings and work groups.
  • Prepare for and facilitate standing project status meetings with assigned Agency Divisions.
  • Serve as both Project Manager and Business Analyst for projects of appropriate size/scope.
  • Contribute to testing by creating test scripts and coordinating User Acceptance Testing.
  • Own or assist with preparation of project-associated documentation, including training materials and user manuals.
  • Manage User Acceptance Testing, including the creation of test scripts.
  • Build proficiency in the applications that support assigned Agency Divisions.

Requirements

  • Bachelor's degree and one (1) year of experience in business or public administration, data science, data analysis, or similar experience for Level I; or an equivalent combination of education and experience.
  • Bachelor's degree and three (3) years of professional level experience in business or public administration, data science, data analysis, or similar experience for Level II; or an equivalent combination of education and experience.

Nice-to-haves

  • Knowledge and utilization of PeopleSoft financial modules and/or OnBase or SalesForce.
  • State agency experience.
