About the position

The City of Bloomington is seeking a Business Analyst to identify and address business needs within various departments, facilitating the selection and implementation of technology systems. This role involves coordinating with executive leadership and IT personnel to streamline processes and enhance productivity. The position is full-time, temporary, and grant-funded, expected to last until June 2026, with a start date required by December 30, 2024.

Responsibilities

  • Identify business needs within City departments to aid in technology system selection and implementation.
  • Coordinate with executive leadership, department, and IT personnel to streamline business processes.
  • Oversee the implementation of technology systems to ensure their success.
  • Plan and manage the development, implementation, and maintenance of public health information systems.
  • Design, develop, select, test, implement, and evaluate new or modified informatics solutions and data structures.
  • Develop roadmaps/strategies to advance health information exchanges.
  • Review current workflow across public health teams to improve data capture and efficiency.
  • Propose and implement process improvements to enhance workflow.
  • Ensure processes support CDC Data Modernization efforts for Public Health Data Interoperability.
  • Work with Public Health Data Technician and Data Scientist to meet public health information system needs.
  • Gather and analyze data for potential process improvement.
  • Conduct ongoing reviews of business processes and develop optimization strategies.
  • Identify responsible employees to carry out decisions for change.
  • Participate in project management for selected projects, identifying and documenting risks.
  • Coordinate with departmental teams to produce better business outcomes.
  • Test business processes and recommend improvements.
  • Write clear and well-structured business requirements/documents.
  • Identify automation opportunities and create reports, dashboards, and visualizations.
  • Analyze process issues and bottlenecks to make improvements.
  • Communicate and validate requirements with relevant stakeholders.
  • Develop and maintain reporting tools.
  • Perform data discovery, analysis, and modeling.
  • Coordinate with department representatives and IT personnel on project planning and prioritization.

Requirements

  • Bachelor's degree in business analysis, business administration, finance, or related field, and three years of business analysis experience;
  • Master's degree in business analysis, business administration, finance, or related field and two years of business analysis experience;
  • Five or more years of business analysis experience;
  • Strong writing, documentation, and presentation skills;
  • Excellent problem-solving and analytical skills;
  • Knowledge of analytical tools and complex troubleshooting methods;
  • Strong management and organizational skills;
  • Adaptable and capable of working in changing environments;
  • Excellent communication and client support skills;
  • Outstanding attention to detail with superior time and process management skills;
  • Knowledge of HIPAA requirements.

Nice-to-haves

  • Experience in using Project Management tools;
  • Experience with dashboards and reporting;
  • Experience in facilitation methods;
  • Experience with Business Intelligence software such as Power BI;
  • Technical experience with Python, Apache Spark, NoSQL/Hadoop, SQL, Data Visualization, Machine Learning, and Artificial Intelligence.
