About the position

The Business Analyst will support the development and delivery of technical projects aimed at improving the use of public health data for decision-making. This role is part of the Workforce Acceleration Initiative (WAI), a federally funded program designed to assist public health agencies by providing technology and data expertise. The analyst will work closely with various teams within the Snohomish County Health Department to gather requirements, ensure proper understanding of these requirements by developers, facilitate user training, and manage change. The position is eligible for fully remote work for U.S.-based candidates.

Responsibilities

  • Lead or participate in requirements gathering/JAD sessions with various teams across the health department.
  • Document business practices and workflows, identify opportunities for improvement, and support process improvement initiatives.
  • Lead the completion of data maturity and informatics assessments.
  • Define and document data requirements and use cases.
  • Validate that the data inventory and metadata compiled is accessible, usable, and easily understandable by department staff.
  • Collaborate with user community, technical teams, and vendors to meet implementation timelines.
  • Facilitate business/functional requirement review, approval, and sign-off sessions.
  • Prioritize work based on business needs and requirements.
  • Effectively communicate insights and plans to cross-functional team members and management.
  • Ensure solutions meet business needs and requirements.
  • Monitor service level agreements.

Requirements

  • Bachelor's degree in a technical field such as computer science, computer engineering, or related field required.
  • Minimum of 5 years of related experience as a business analyst, project, and/or implementation manager.
  • Experience writing use cases to document requirements.
  • Experience conducting workflow analysis and mapping.
  • Knowledge and experience with project management methodologies, principles, and processes.
  • Experienced in change management and risk management principles and processes.
  • Experience using data to make decisions and gathering data insights to improve outcomes.
  • Strong understanding of technical concepts and legacy systems.
  • Ability to communicate and articulate problems and resolutions to technical and non-technical teams.
  • Proficiency in Microsoft Office 365 products.

Nice-to-haves

  • Master's or other related advanced degree preferred.
  • Experience with public health data, government data systems, electronic health record systems, and health industry terminology is preferred.
  • Knowledge of user experience design and user research principles and concepts.

  • Salary range of $76,500 - $108,650 per year, plus benefits.
