About the position

The Business and Finance Officer III position at King County's Department of Community and Human Services (DCHS) is responsible for managing financial operations related to the Employment and Education Resources (EER) fund and other funds within the Children, Youth and Young Adults Division (CYYAD). This role involves preparing and analyzing budgets, overseeing accounting functions, and ensuring compliance with financial regulations, all while supporting the department's mission to provide equitable opportunities for community members.

Responsibilities

  • Assist in leading, coordinating, preparing, revising and reviewing budgets, evaluate proposed expenditures and revenues, and perform detailed financial analysis and forecasting and make recommendations.
  • Deliver financial reporting and consultation to program staff, finance managers, and other stakeholders.
  • Perform detailed expense reconciliation and compliance review with grant, contracts, memorandum of agreement, and internal policy and make adjusting entries as needed.
  • Support fiscal year-end close processes as needed, including accruals.
  • Oversee accounting and financial systems in area of responsibility (e.g., budgeting, accounting, transactions, reporting).
  • Evaluate fiscal processes for efficiency and work with fiscal and program staff to implement changes as needed for continuous improvement.
  • Monitor contracted agencies' financial performance including financial records, audit reports, and statements, and communicate monitoring reports to internal and external audiences.
  • Lead projects and analysis that deliver data-informed recommendations to support organizational initiatives and strategic decision-making.
  • Participate in the development, review, and implementation of financial and other technical criteria for revenue and expenditure contracts.
  • Coordinate, interpret and implement federal, state, county and local laws, policies and procedures as necessary.
  • Assist with department-wide financial management as needed.
  • Perform other related duties as assigned.

Requirements

  • Advanced knowledge of budgeting, finance, managerial and financial accounting.
  • Six years of recent professional experience with five years focused on finance, accounting, and/or audit environments, or any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge and ability required to perform the work.
  • Experience working with automated financial management systems.
  • Advanced knowledge of financial information systems.
  • Experience administering and monitoring grants and contracts, including contract fiscal tracking.
  • Knowledge and experience with Generally Accepted Accounting Principles (GAAP).
  • Knowledge of federal, state, and local audit requirements.
  • Knowledge of contract administration.
  • Experience evaluating, processing, and reconciling complex financial transactions allowability and financial compliance.
  • Excellent communication skills, both verbal and written.
  • Skilled in effectively presenting and communicating complex financial information to a wide range of audiences, including non-technical audiences.
  • Advanced Microsoft Excel skills utilizing functions such as pivot tables, VLOOKUP, if-then functions, etc.
  • Demonstrated proficiency with MS Office suite.
  • Highly self-motivated individual with independent time management skills.
  • Ability to work collaboratively to secure integrated work products.

Nice-to-haves

  • Bachelor's degree in accounting, finance, business administration and/or equivalent education and experience.
  • Knowledge of county programs, funding sources, policies, and requirements.
  • Knowledge of human service programs, funding sources, policies, and requirements.
  • Demonstrated experience with public sector budgeting.
  • Experience with Oracle/EBS, PBCS (Planning & Budgeting Cloud Service) and Oracle reporting systems.
  • Advanced knowledge of financial statement analysis and/or compliance audits.
  • Management and supervisory experience; including hiring, supervision, staff development and performance management.
