About the position

The Business and Financial Management Analyst will provide financial management support to the U.S. Navy Team Submarine organization at the Washington Navy Yard. This role involves assisting the Navy Torpedo Enterprise and providing direct support to the Undersea Weapons Program Office (PMS 404). The analyst will be responsible for managing program office funds, preparing procurement requests, monitoring funding status, and providing budget and financial analysis to support the Navy's undersea warfare technology initiatives.

Responsibilities

  • Prepare and coordinate Field Activity Task Assignment WX Reimbursable and Direct Cite PR Addendums.
  • Work closely with PMS 404 Financial Team on execution of program office funds.
  • Coordinate and prepare contractor Procurement Requests (PR) to support Contracting Officer Representatives (CORs).
  • Monitor funding status on program office Contracts and provide funding recommendations.
  • Track and analyze project obligation and expenditures for various torpedo systems.
  • Analyze relevant expenditures and expected costs for system development, production, installation, maintenance, sustainment, and modernization.
  • Provide management of spend plans and weekly/bi-weekly updates to the Government Business Financial Manager (BFM) and Production Manager.
  • Prepare, justify, and defend the Navy Budget estimates for NAVCOMPT, OSD, and President's Budget submissions.
  • Identify, track, update and report on Action Items assigned to the Program Office.
  • Provide budget, cost, and financial analysis and recommendations to the Principal Assistant Program Manager.

Requirements

  • Five years professional experience in business and financial management.
  • Proficient in the use of Microsoft Excel.
  • Minimum of two (2) years' work with the PPBE process.
  • Working knowledge of OPN, OMN, and WPN Appropriations.
  • Active Secret DoD Clearance.
  • BS/BA degree (or equivalent years of experience).

Nice-to-haves

  • Five (5) years of NAVSEA Program Office Experience.
  • Navy ERP experience.
  • Ability to learn NAVSEA Enterprise Planning System (NEPS).
  • Ability to create NAVSEA Task Planning Sheets (TPS).
  • Ability to multi-task and work with tight deadlines.
