About the position

The Government Business Development Manager at PMCM Consulting Services is responsible for driving growth in the government sector by identifying and securing new business opportunities. This role requires a deep understanding of the engineering and construction industry, as well as expertise in navigating government procurement processes and building strategic partnerships. The position involves lead generation, proposal development, contract management, and market intelligence to ensure PMCM's offerings are well-positioned in the public sector.

Responsibilities

  • Utilize GovWin, SAM.gov, and other government procurement sites to identify and generate leads for potential government contracts.
  • Develop and execute strategies to expand PMCM Consulting Services' product offerings into local, state, and federal government markets in the US.
  • Identify and pursue new business opportunities in the public sector to increase revenue and market share.
  • Work closely with PMCM Executives to identify and secure new business opportunities that align with PMCM Consulting Services' products and services.
  • Collaborate with PMCM partners to develop joint solutions and proposals that meet the needs of government agencies.
  • Build and maintain relationships with key government officials, decision-makers, and procurement officers.
  • Establish partnerships with consulting firms and other stakeholders to expand the reach of PMCM Consulting Services' offerings in the government space.
  • Lead the preparation of proposals, bids, and responses to government RFPs, ensuring alignment with PMCM Consulting Services' strategic goals and compliance with procurement regulations.
  • Negotiate and manage government contracts, ensuring that all contractual obligations are met and that PMCM Consulting Services delivers high-quality services to its clients.
  • Monitor government procurement trends, policy changes, and industry developments to keep PMCM Consulting Services ahead of the competition.
  • Provide regular reports on sales pipeline, market expansion progress, and strategic partnership outcomes to senior management.

Requirements

  • Bachelor's degree in business, Marketing, Engineering, or a related field.
  • Minimum of 5 years of experience in business development, sales, or a related role, with a focus on the government sector.
  • In-depth understanding of the construction industry, with the ability to articulate the value proposition of these technologies to government clients.
  • Proven track record of success in generating leads, securing contracts, and expanding market presence in the government sector.
  • Strong knowledge of government procurement processes, including experience with tools like GovWin, SAM.gov, and others.
  • Proficient in full Microsoft Office suite of products, including Word, Excel, PowerPoint, Project, SharePoint, and Teams.
  • Ability to produce proposal documents in Adobe InDesign is highly desirable.
  • Knowledge of Bid and Proposal best practices and process and understanding of U.S. Government procurement regulations and labor laws is highly desirable.
  • Excellent communication, negotiation, and interpersonal skills.
  • Ability to work in a fast-paced environment while managing multiple proposals and tasks with competing priorities.
  • Self-motivated and results-driven, with a passion for driving growth and exceeding targets.
